On February 28, Mr. Nguyen Duc Tien, Chief Inspector of Quang Nam Province, said that the Provincial Inspectorate has transferred information about the company Xuân Vượng Investment Co., Ltd. (Xuân Vượng Company, headquartered in Nam Tu Liem, Hanoi) that showed signs of tax evasion and environmental protection fees to the Quang Nam Provincial Police for consideration and handling within their jurisdiction.

After more than 10 years of implementation, the Tam My Tay Industrial Complex (Nui Thanh District) has become an abandoned land, while the company exploited and sold 1 million cubic meters of land.

Prior to this, the Provincial Inspectorate of Quang Nam had issued a conclusion on the inspection of land management, mineral resources, and the implementation of the Tam My Tay Industrial Complex project (Nui Thanh district).

According to the inspection conclusion, in 2011, the Department of Quang Nam Province issued a decision to establish the Tam My Tay Industrial Complex with an area of ​​20 hectares, with the goal of arranging agricultural, forestry, aquatic processing industries; handicraft production; textile, garment industry; high-end construction material production industry, and other industry groups.

In the process of leveling the Tam My Tay Industrial Complex, after balancing excavation and filling, there is an excess of about 1.43 million cubic meters of land. Xuân Vượng Company was granted land exploitation rights by the Quang Nam Provincial People’s Committee for a period of 4 years and 1 month.

After exploiting about 1 million cubic meters of land, the Tam My Tay Industrial Complex project is now just an empty land, with rocky hills. The Provincial Inspectorate of Quang Nam Province recognizes that the Tam My Tay Industrial Complex project has not achieved its set goals, has not completed the site, the area of mineral exploitation and landfills is rough, there are many high rocky hills not yet cleared, many positions are uneven, and not forming a layout to serve the industrial complex.

In particular, the Provincial Inspectorate of Quang Nam Province determined that Xuân Vượng Company exploited about 1 million cubic meters of landfills, but only declared and paid environmental resource taxes and fees for 600,000 cubic meters.

This company shows signs of tax evasion for natural resources and environmental protection fees, totaling VND 1.24 billion. In addition, the company also owes natural resource taxes, environmental protection fees, and late payment fines, totaling VND 1.22 billion.

According to the information exchange document between the Nam Tu Liem District Tax Department and the Quang Nam Inspectorate, Xuân Vượng Company has not been operating at the registered address with the Nam Tu Liem District Tax Department since June 1, 2023.

The Quang Nam Provincial Inspectorate also pointed out that compared to the contract for land leveling and construction, the quantity of some components of the work such as organic soil excavation, soil transportation by self-dumping trucks, ground excavation by excavation machines… were not guaranteed; they need to be deducted when settling the project, which is VND 693.7 million (contracted by Nam Thang Company to execute).

Based on these violations, the Quang Nam Provincial Inspectorate suggested that the Nui Thanh District People’s Committee deduct VND 693.7 million from the contract value (after tax) for the land leveling work of Nam Thang Company; transfer information to the Quang Nam Provincial Police; request review and lessons learned for relevant organizations and individuals…
