Positive Transformation of National Target Programs: Progress in Capital Disbursement

The disbursement progress of national targeted programs has been improved and showed positive changes. The investment capital disbursement has reached about 83% of the assigned plan, while the disbursement of enterprise capital has achieved about 36.3% of the assigned plan.

This is the content of Notification No. 93/TB-VPCP on March 13, 2024 regarding the conclusion of Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee at the 5th online meeting of the Central Steering Committee for national target programs for the period 2021-2025 with localities on the implementation of national target programs in 2023 and the first two months of 2024, tasks, key solutions in the coming time.

According to the Notification, in 2023, the National Assembly, the Government and localities were very determined and proactive in improving legal framework, mechanism system, policies to overcome difficulties, obstacles, speed up disbursement of funds for the implementation of national target programs. Specifically, the National Assembly issued 02 Resolutions; The Government and Ministries issued 01 Decree, 06 Circulars, 04 Guidelines; localities have newly issued or amended and supplemented many Resolutions of the People’s Council, Decisions of the People’s Committee, especially Resolution No. 111/2024/QH15 on specific mechanisms and policies in implementing national target programs approved by the 15th National Assembly on January 18, 2024 at the 5th extraordinary session.

However, in the actual implementation of national target programs, there are still some limitations and difficulties such as: Disbursement rate, though having positive changes, is still limited, with great pressure on disbursement in 2024; Infrastructure, especially rural transport infrastructure in some localities, is showing signs of degradation, not being invested, repaired, and maintained due to limited funding; Counterpart funds of local budgets to implement national target programs are still difficult due to decline in revenue sources; Capacity, sense of responsibility of the task force at some localities, agencies, units have not met the requirements of tasks; Some localities do not want to complete the procedures for recognizing new rural areas or escaping poverty; Coordination, sharing, learning from experience between Central Ministries, agencies and localities are not really effective…

In the coming time, to strive to fulfill the highest goals, targets assigned by the National Assembly, to determine to disburse 100% of the planned capital assigned in 2024, Deputy Prime Minister, Head of the Central Steering Committee requested Ministries, agencies, localities to be more urgent, more resolute in implementing Resolutions of the National Assembly, Decrees, Resolutions of the Government, Directives, Circulars, Conclusions and directives of the Prime Minister, Deputy Prime Ministers, Heads of the Central Steering Committee on accelerating disbursement progress, removing difficulties, obstacles in the process of implementing national target programs to ensure higher effectiveness, quality investment, focal points, avoiding spreading, wasting, negative and group benefits.

In which, Deputy Prime Minister requested Ministers, heads of Central Ministries and Chairpersons of Provincial People’s Committees to enhance the sense of responsibility of leaders, be proactive, resolute in directing subordinate units to carefully study to immediately implement the specific mechanisms, policies stated in Resolution No. 111/2024/QH15 dated January 18, 2024 of the 15th National Assembly.

The Ministry of Planning and Investment is assigned to urgently chair, coordinate with related Ministries, agencies, localities to absorb, explain members’ opinions of the Government to complete the draft Decree replacing Decree No. 57/2018/ND-CP dated April 17, 2018 of the Government on mechanisms and policies to encourage enterprises to invest in agriculture, rural areas, reporting to the Prime Minister in March 2024.

At the same time, chairing, coordinating with related Ministries, agencies, localities to submit to the Prime Minister for promulgation regulations on building national databases, online reporting regime on the Monitoring and Evaluation System of national target programs and completing the establishment of the Monitoring and Evaluation System of national target programs in April 2024. On that basis, the Ministry of Agriculture and Rural Development, the Ministry of Labor – Invalids and Social Affairs, Ethnic Affairs Committee urgently construct, complete the Management System of each national target program and complete data connectivity with the System of the Ministry of Planning and Investment in the 2nd quarter of 2024.

Summarize difficulties, obstacles, recommendations of localities in the process of implementing national target programs and Resolution No. 111/2024/QH15, propose specific solutions, agencies in charge and reporting deadlines to competent authorities according to regulations; reporting to the Prime Minister in March 2024.

Review, summarize, propose solutions to address difficulties, obstacles related to allocation, adjustment of objectives, tasks of each national target program for ministries, sectors, localities in the 2021-2025 period and each year; reporting to the Prime Minister in March 2024.
