Hanoi: Overview of the 19,000 Billion VND Station Complex Construction Site Where the High-Speed Railway Will Stop

The Ngoc Hoi railway station complex covers an area of 1.7 km2 with a total projected investment of up to VND 19,000 billion. Upon completion, it will serve as a common station for the urban railway, national railway, and the North-South high-speed railway.

The construction project of the first urban railway line section Ngoc Hoi – Yen Vien of Hanoi city has been approved by the Prime Minister in 2004. After that, the project was approved by the Ministry of Transportation in phase I in 2008 and adjusted in 2017. In which the Ngoc Hoi complex is located in phase one of the project.

Accordingly, in the first phase of the project of constructing urban railway line number one section Ngoc Hoi – Yen Vien, the construction of Ngoc Hoi station complex will be focused. The purpose is to fulfill the function of Hanoi railway station and Giap Bat station at present and invest in some functional areas for future railway lines. The total investment of the project is expected to be over 19.000 billion VND, from ODA loans from Japan and domestic sources.

However, the Ngoc Hoi station project was affected and delayed due to site clearance (GPMB), compensation, resettlement support and capital disbursement slower than planned.

As planned, the Ngoc Hoi station complex will be built on an area of about 1.5 km2 over a total planned area of 1.7 km2. The rest is the area for railways and connecting roads.

In the area where the complex is built, the land area for building functional areas is about 0.95 km2 with main items such as: Construction of functional areas for urban railway management unit, locomotive management unit, freight car management unit, part of the freight station, urban railway infrastructure maintenance unit … The picture is a perspective of the Ngoc Hoi station complex.

Ngoc Hoi station complex will belong to the administrative boundaries of Vinh Quynh, Ngoc Hoi, Lien Ninh communes (Thanh Tri district) and Duyen Thai commune (Thuong Tin district).

To the east of Ngoc Hoi station complex is Ngoc Hoi industrial cluster; To the west is the urban development area; To the north is the ring road 3.5 (planned road); To the south is Ta Thanh Oai – Dai Ang – Lien Ninh road. The picture is the intersection section with the complex in the south.

Currently, most of the land is rice fields. This is still the place where some households graze cattle and buffaloes.

Currently, the Ngoc Hoi railway station complex has been cleared by the locality of about 1.3/1.7 km2 of land with a total disbursement value of nearly 1.100 billion VND.

When completed and put into use, the Ngoc Hoi station complex will be a stop for regular national railway lines (the existing North – South railway and the East-West belt railway lines in the future) and urban railway lines (Yen Vien – Ngoc Hoi; Noi Bai – Ngoc Hoi…). Besides, in October 2023, the Ministry of Transportation announced that it is preparing a detailed planning for the railway system in Hanoi (the planning is technical, specialized), including the Ngoc Hoi station complex with the function of integrating more high-speed railway on the North-South.

The project of constructing the first urban railway line section Ngoc Hoi – Yen Vien of Hanoi city initially oriented to be a radial railway line, meeting the functions of national railway and urban railway.

The project was approved by the Prime Minister in 2004. After that, it was approved by the Ministry of Transportation in phase I in 2008 and adjusted in 2017 as mentioned above.

However, the Ministry of Transportation said that when implementing the Planning Law in 2017, the Ministry has organized to establish a railway network planning for the period 2021 – 2030, with a vision to 2050 and approved by the Prime Minister. Accordingly, the national railway through Hanoi will follow the Eastern Belt (Ngoc Hoi – Lac Dao – Bac Hong – Thach Loi) and Western Belt (Ngoc Hoi – Thach Loi) and will not go to the center of Hanoi city.

Together with Ngoc Hoi – Yen Vien section, Gia Lam – Lac Dao section will be converted into urban railway after the Eastern Belt line (Ngoc Hoi – Lac Dao – Bac Hong – Thach Loi) is put into operation; At the same time, assign the People’s Committee of Hanoi city to preside over research and investment in urban railway line 1 from Yen Vien to Ngoc Hoi.
