Severe Consequences of Further Delays in Ho Chi Minh City’s Ring Road 3

On the afternoon of May 3, at the meeting on socio-economic situation in April organized by the Ho Chi Minh City People’s Committee, Mr. Luong Minh Phuc, Director of the Department of Transport Project Management and Construction of Ho Chi Minh City (Transport Department), reported on Ho Chi Minh City’s Ring Road No. 3 project.

Mr. Phuc said that for this project, May and June will be the decisive months for the project’s progress. Accordingly, it is necessary to gather sufficient sand from June to start the process of treating the weak ground; by December 2025, the road surface will be completed, and the preparation for the opening of 4 main lanes will be ready.

According to the Director of the Transport Department, the biggest challenge now is to bring sand on time from now until June. To do that, the Transport Department is requesting contractors to perform their tasks according to the contract to buy sand, including from Cambodia, to ensure enough loading capacity in May and June.

At the same time, the Department will adhere to the Special Working Group established by the Prime Minister. Mr. Phuc said that after surveying 40 mines, 27 mines had qualified sand with a total reserve of 37 million cubic meters, while the city only needs 10 million cubic meters of sand. Therefore, it is a challenge to shorten the procedures to bring sand in June.

The Transport Department has also worked with consulting units and construction contractors to develop a detailed schedule to shorten the time in some stages and areas. There are specific technical solutions available, which could reduce the time needed to complete the road surface from 6 months to 3 months. Simultaneously, the loading time will be shortened, and efforts will be made not to change the overall progress of the project.

At the meeting, referring to this issue, Chairman of the Ho Chi Minh City People’s Committee Phan Van Mai requested the Transport Department to take more drastic solutions.

According to Mr. Mai, these were just figures from the survey. “Almost all expressway projects are planned like that. The demand for sand is like this, while the supply capacity is like that, but in the end, the projects do not have enough sand because the procedures for reopening the mines, procedures for additional mining, and procedures for opening new mines are not available,” said Mr. Mai.

According to Mr. Mai, the Ring Road No. 3 project, with a capital of VND 75,000 billion, has been delayed for several months due to a shortage of sand. If there is further delay, the loss will be enormous. Therefore, the Chairman of the Ho Chi Minh City People’s Committee requested the Transport Department to be more resolute in promoting the opening of sand mines to have timely materials in June for project construction.
