Phu Quoc Planning by 2040: Balancing State Benefits, Citizen Welfare, and Business Interests

On the morning of February 29, in Phu Quoc City, the People’s Committee of Kien Giang Province in coordination with the Ministry of Construction organized a conference to announce the general planning project for Phu Quoc City until 2040.

In his directive speech, Minister of Construction Nguyen Thanh Nghi affirmed that the construction and development of Phu Quoc City is one of the most important political tasks that has been identified from early on, according to the overall development plan for Phu Quoc Island until 2010 and the vision until 2020 approved by the Prime Minister.

The general planning for Phu Quoc Island was first approved by the Prime Minister in 2005. In 2010, the Prime Minister approved the adjustment of the general construction planning for Phu Quoc Island until 2030 in Decision No. 633. After more than 13 years of implementing the planning, Phu Quoc has become one of the most attractive and dynamic cities in the Southwest region with synchronized infrastructure, increasingly modern and elegant urban appearance, many architectural works that are highlights and have high symbolic value.

“Phu Quoc’s economy and society have achieved exceptional growth. The annual total budget revenue of Phu Quoc reaches over 7,000 billion VND, 260 times higher than in 2004 and accounting for nearly 50% of the budget revenue of Kien Giang province; per capita income reaches over 3,100 USD, more than 20 times higher than 10 years ago,” said Mr. Nguyen Thanh Nghi.

According to the leaders of the Ministry of Construction, in order to implement and maximize the effectiveness of the general planning for Phu Quoc, local authorities need to focus on studying, proposing, and developing appropriate special mechanisms and policies, mobilizing and utilizing financial resources to invest in sustainable and harmonious urban development, balancing economic development with environmental protection, ensuring security and defense.

“The goal of the general planning project for Phu Quoc City until 2040 is sustainable development, so that the living standards and income of Phu Quoc’s residents must be better than before; Phu Quoc’s residents must enjoy the benefits during the city’s development. Kien Giang province and Phu Quoc City must pay attention to ensuring a balance of interests between the state, the people, and businesses,” emphasized Minister Nguyen Thanh Nghi.

Listening to the opinions of Minister of Construction, Mr. Huynh Quang Hung, Chairman of the People’s Committee of Phu Quoc City, pledged that the city will strive to its fullest potential, coordinate with authorities at all levels to awaken potentials, advantages, mobilize resources, and build a healthy investment environment.

“The city promises to organize good planning and make every effort in all aspects to ensure sustainable development in the new period. Today’s conference marks the strong breakthrough of Phu Quoc City. The Party Committee and the city’s people will be determined to successfully implement the General Planning Project for Phu Quoc City until 2040 as approved,” clarified Mr. Hung.

Balance between economic development and environmental protection

According to Decision No. 150/QD-TTg dated February 6, 2024, by the Prime Minister approving the general planning project for Phu Quoc City until 2040, Phu Quoc will become a coastal island urban area, a high-quality tourism and resort center with its own identity, attractive to domestic and international tourists…

Accordingly, the scope of the planning covers the entire natural land area of Phu Quoc, which is 589.27 km2, including: 2 wards (Duong Dong, An Thoi), 7 communes (Cua Can, Ganh Dau, Bai Thom, Ham Ninh, Cua Duong, Duong To, Tho Chau) and areas for studying the potential for development and construction at sea in the North and South of the island.

The development orientation of Phu Quoc City until 2040 is in line with the provincial planning of Kien Giang for the period 2021-2030, with a vision until 2050 through comprehensive, balanced, and sustainable development strategies, harmony between economic development and environmental protection, preservation of historical and cultural relics, and assurance of security and defense.

The planning provides for the inheritance of approved planning, compliance with practical conditions, and compliance with legal regulations, ensuring the ability to meet development needs in case a special administrative-economic unit is formed and Tho Chau Island is separated into a separate island district.
