On the morning of July 7, as part of his working program in Hung Yen Province, Prime Minister Pham Minh Chinh attended the inauguration of the road connecting the Hanoi-Hai Phong Expressway and the Cau Gie-Ninh Binh Expressway in Hung Yen Province (phase 2).
The event was also attended by Central Committee members: Minister of Planning and Investment Nguyen Chi Dung, Minister of Transport Nguyen Van Thang, Minister of Natural Resources and Environment Dang Quoc Khanh, Director General of the Voice of Vietnam Radio Station Do Tien Sy, Secretary of the Provincial Party Committee of Hung Yen Nguyen Huu Nghia, and leaders of ministries, sectors, and localities.
The project, with a total length of nearly 24 km, aims to enhance the exploitation of the two expressways and reduce traffic pressure on Hanoi capital. The project plays a crucial role in the core economic region of the Northern key economic region and is a driving force for the development of the Red River Delta, the Hanoi Capital Region, and Hung Yen Province, as well as the provinces of Ha Nam and Thai Binh.
Most of the project is located in Hung Yen Province, with the Ministry of Transport deciding on the investment and assigning the People’s Committee of Hung Yen Province as the investor, and Xuan Truong Construction Company as the contractor.
The section passing through Hung Yen Province has a total investment of over VND 1,700 billion from the central budget, divided into two phases, with a scale of four lanes and a designed speed of 80 km/h. To date, the project has been completed and put into use.
Along with this, the section passing through Hung Yen Province is being invested and expanded by the provincial government, with a total investment of about VND 1,400 billion from the local budget. On this occasion, the expanded road was also technically opened to traffic.
The road helps reduce travel time between the Phap Van-Cau Gie Expressway and the Hanoi-Hai Phong Expressway by 30 minutes compared to using Yen Len Bridge and National Highway 39.
According to the plan, the road will be upgraded to an expressway after 2030.
Speaking at the inauguration ceremony, Prime Minister Pham Minh Chinh stated that Hung Yen Province has many locations that are “closer to Hanoi than Hanoi itself,” with great potential for development. However, the key issue is to have good road connectivity. The Prime Minister has, on multiple occasions, shared with the provincial leaders of different tenures about the necessity of investing in a road connecting the Hanoi-Hai Phong Expressway and the Phap Van-Cau Gie Expressway, as well as the Tan Phuc-Vong Phan road and the Red River Heritage Road. With these three roads in place, Hung Yen will surely prosper.
These roads will contribute to the three strategic breakthroughs, elevating the innovative mindset and strategic vision of the province in developing transportation, connecting regions, and integrating with the nation, thereby expanding new development spaces, increasing land value, and opening up new industrial, urban, and service areas. They will also help reduce logistics costs, enhance the competitiveness of goods, and contribute to the sustainable and long-term growth of the province and the region.
The Prime Minister emphasized that Hung Yen Province enjoys favorable geographical and natural conditions for rapid development. A critical factor for this development is to have efficient regional and national transportation connections, as well as international links. The experience of many countries shows that the fastest stage of development is when there is significant investment in infrastructure, including transportation infrastructure.
The Prime Minister applauded the fact that Hung Yen Province completed phase 2 of the project eight months ahead of schedule, primarily due to swift land clearance. According to the Prime Minister, this achievement is thanks to the people who gave up their land, homes, and production areas, with the involvement of the entire political system (authorities, Party committees, the Fatherland Front, and socio-political organizations) under the leadership of the Party committees.
The Prime Minister also expressed his gratitude to the relevant parties for their efforts and contributions to the project’s completion, which has opened up new development spaces and ushered in a new phase of development for Hung Yen Province, as well as contributed to the development of the entire region.
Looking ahead, the Prime Minister requested that the agencies efficiently handle the procedures for settlement and maintenance, and take advantage of the new development spaces created by the project to develop industrial parks, service areas, etc. With good planning, there will be good projects, and with good projects, there will be good investors, leading to good outcomes. The People’s Committee of Hung Yen Province and relevant agencies should continue to evaluate and draw lessons from this project to replicate its success in other projects.
Regarding the proposal of the province and the contractor, the Prime Minister agreed in principle to soon upgrade this connecting road into an expressway. The ministries, branches, and Hung Yen Province will coordinate to carry out the necessary tasks, expedite procedures, select good investors and contractors, and strive for completion by the end of 2025.
