The Thạnh Mỹ 500kV Substation Expansion and Busbar Improvement Project is a special-grade energy project invested by the National Power Transmission Corporation (EVNNPT) and managed by the Power Transmission Project Management Board (NPTPMB).
Despite challenges posed by unpredictable weather and a large workload, the contractors and investor have made concerted efforts to stay on schedule and bring the project to a successful conclusion.
Mr. Nguyễn Quang Anh, Deputy Director of NPTPMB, attributed the progress to the support of the provincial and local authorities of Quảng Nam and Nam Giang, respectively, as well as the cooperation of local residents. As a result, the entire area required for the substation expansion has been handed over. Additionally, the 110kV and 220kV power lines for the expansion were completed and energized on March 31st.
Regarding construction progress, despite unfavorable weather conditions in the area, with frequent rain during the construction period, the project participants have mobilized resources, equipment, and machinery to actively pursue construction, largely adhering to the set schedule.
According to Mr. Bùi Quang Cảnh, Director of Power Construction Company 4-PCC4 (the construction contractor), the project faced several challenges, notably unpredictable weather patterns and a substantial volume of earthworks, amounting to nearly 700,000 cubic meters, mostly consisting of hard rock. Nevertheless, with the determined involvement of EVNNPT/NPTPMB, the overall project progress has reached approximately 95%. The entire construction site is committed to achieving the goal of energizing the connection diagram by August, in alignment with EVN’s directives.
During a site inspection and progress review meeting held on July 8th, EVNNPT’s Deputy General Director, Mr. Bùi Văn Kiên, acknowledged and commended PCC4 for their efforts in bolstering manpower, equipment, and close coordination with NPTPMB and other relevant units. Thanks to these collective endeavors, the construction progress has improved and is meeting the established requirements.
Deputy General Director Bùi Văn Kiên emphasized the significance of this project not only for importing electricity from the Monsoon Wind Power Plant (Laos) to Vietnam, particularly to Quảng Nam province, in 2024 and subsequent years but also for facilitating power source evacuation, enhancing power supply reliability, and boosting North-South power transmission capacity.

With a substantial amount of work remaining and the potential for weather-related delays, the contractors and construction company must remain focused and proactive in their approach. They need to ensure adherence to the project schedule despite the onset of the rainy season and strictly comply with safety regulations to safeguard people, equipment, and the project site.
Deputy General Director Bùi Văn Kiên instructed NPTPMB to collaborate with the construction contractor and consulting supervisor to review and update the milestones agreed upon during the meeting. He also emphasized the importance of creating a detailed construction schedule, allocating manpower and resources for each task and area, and striving for project completion before the set deadline of August 30th.
The construction contractor was directed to maintain sufficient manpower and expedite construction to finish the assigned tasks by July 20th, emphasizing the importance of timely completion without delays.
Upon its completion, along with the 500kV Moonsun-Thạnh Mỹ power line, the project will connect 600MW of electricity from the Moonsun Wind Power Plant (Laos) to Vietnam’s national grid, contributing to the country’s energy security.
The project’s objectives encompass fulfilling bilateral commitments between the Vietnamese and Laotian governments regarding energy development cooperation and enhancing regional power system connectivity. Additionally, it aims to reduce transmission losses, increase operational efficiency for EVN and EVNNPT, and reorganize existing and planned 220kV power lines to avoid crossings with 500kV power lines as per the Power Development Plan VIII.
Spanning an area of 18.83 hectares, the project includes a 12.83-hectare substation expansion and a 6-hectare power line connection and restoration area. The expanded substation area will facilitate the transformation of the existing 500kV quadrangle diagram into a 3/2 diagram and the addition of two busbars for the 500kV line to Monsoon, accommodating the transmission of 600MW of wind power from Laos to Vietnam.
