Unlocking the Bottleneck: Streamlining Ho Chi Minh City’s Land Registry as the 2024 Land Law Looms

The Department of Natural Resources and Environment has submitted 11 proposals to the People's Committee of Ho Chi Minh City to develop legal documents for the implementation of the Land Law 2024.

On July 8, Vice Chairman of the Ho Chi Minh City People’s Committee Bui Xuan Cuong worked with the Department of Natural Resources and Environment on the task performance in the first six months and plan for the last six months of 2024.

At the working session, Mr. Nguyen Toan Thang, Director of the Ho Chi Minh City Department of Natural Resources and Environment, provided information on the implementation of the Land Law 2024.

Accordingly, the Department of Natural Resources and Environment has actively contributed opinions to the draft decrees detailing the implementation of the Land Law 2024, with a total of 125 contents.

The Ministry of Natural Resources and Environment has considered and accepted 103 contents of comments on the four draft decrees: on compensation, support, and resettlement when the State recovers land; detailing the implementation of a number of articles of the Land Law; on basic land investigation; on land registration, issuance of land use right certificates, ownership of assets attached to land, and the land information system; and the draft decree on land prices.

“The Department of Natural Resources and Environment has also submitted to the Ho Chi Minh City People’s Committee for approval of 11 proposals for building legal documents when implementing the Land Law 2024,” said Mr. Nguyen Toan Thang.

According to Mr. Tran Van Bay, Chief Inspector of Ho Chi Minh City (former Deputy Director of the Department of Natural Resources and Environment), the Land Law 2024 will take effect on August 1, so it is necessary to calculate and come up with scenarios for possible situations, especially those directly related to the people.

“At that time, we cannot explain it for this or that reason. The professional departments are requested to proactively advise on the scenario, not only related to the land price frame but also many other issues. The remaining time is short, so we need timely attention and direction. If, at the time of August 1, the dossier is stuck, the responsibility will be very large, and the Department of Natural Resources and Environment will hardly bear it,” said Mr. Bay.

According to Mr. Bay, this is not a budget issue but a matter of settling dossiers for the people, without affecting the rights of land users.

Vice Chairman of Ho Chi Minh City People’s Committee directs the priority implementation of the Land Law 2024 and the Law on Environmental Protection 2020.

Vice Chairman of Ho Chi Minh City People’s Committee Bui Xuan Cuong requested the Department of Natural Resources and Environment and related units to focus on implementing the Land Law 2024. This week, there must be a decisive advisory document. According to him, if implemented according to the expedited procedure, the city will also prioritize tasks to implement the Land Law 2024.
