Brigadier General Hoang Anh Tuyen: Nguyen Thi Nhu Loan Colluded with Multiple Individuals, Causing Hundreds of Billions of Dong in Damages

In a recent press conference, Lieutenant General Hoàng Anh Tuyên revealed that Ms. Nguyễn Thị Như Loan, CEO of Quốc Cường Gia Lai JSC, showed signs of collusion with multiple individuals to illegally acquire 100% of the capital contribution in a land plot from the Vietnam Rubber Group. The plot was then sold to Thịnh Vượng Real Estate JSC, resulting in significant financial losses for the state, estimated at hundreds of billions of Dong. This case underscores the importance of transparency and adherence to legal procedures in land and property transactions to prevent such detrimental incidents from occurring.

At the press conference, Major General Hoang Anh Tuyen, Deputy Chief of the Office and Spokesperson of the Ministry of Public Security, provided updates on the investigation of several cases related to the Thai Duong Group, the Vietnam Rubber Industry Group, and a case involving Ms. Nguyen Thi Nhu Loan from Quoc Cuong Gia Lai Joint Stock Company.

Regarding the case at the Vietnam Rubber Industry Group, Dong Nai Rubber Company, Ba Ria Rubber Company, the Ministry of Natural Resources and Environment, and related units, so far, the Investigation Police Agency of the Ministry of Public Security has prosecuted 17 defendants for offenses, including violating regulations on the management and use of state assets, leading to waste and loss; taking bribes; and abusing positions and powers while performing official duties.

On July 18, 2024, the Investigation Police Agency of the Ministry of Public Security initiated a prosecution and arrested Ms. Nguyen Thi Nhu Loan, General Director of Quoc Cuong Gia Lai Joint Stock Company, for violating regulations on the management and use of state assets, causing waste and loss.

There are signs that Ms. Loan colluded with Le Y Linh, Chairman of the Board of Directors of Retro Harvest Finance Co., Ltd.; Dang Phuoc Dua, former Chairman of Viet Tin Commercial Investment Joint Stock Company; and individuals from the Vietnam Rubber Industry Group, Dong Nai Rubber Company, and Ba Ria Rubber Company. They signed agreements and cooperation documents for investment and capital transfer to acquire 100% capital at the land plot from the Vietnam Rubber Group without auction, contrary to the law. They then sold it to Thang Long Real Estate Joint Stock Company, causing hundreds of billions of VND in damage to the State.

Currently, the Investigation Police Agency of the Ministry of Public Security is consolidating documents and evidence regarding the prosecuted defendants’ offenses. At the same time, the agency is expanding the investigation, applying measures according to the law to thoroughly recover the State’s assets.

Major General Hoang Anh Tuyen also provided updates on the prominent case that occurred at the Thai Duong Group and related units.

Specifically, up to now, the Investigation Police Agency of the Ministry of Public Security has prosecuted 26 defendants, separated the case, and concluded the investigation for one defendant. The agency is investigating 25 defendants for four offenses, including violating regulations on research, exploration, and exploitation of resources; violating accounting regulations, causing serious consequences; smuggling; consuming assets derived from illegal acts; and violating regulations on the management and use of state assets, causing waste and loss.

Regarding the wrongdoing of Mr. Nguyen Linh Ngoc, former Deputy Minister of Natural Resources and Environment (prosecuted on July 22, 2024, for violating regulations on the management and use of state assets, causing waste and loss), Mr. Ngoc, despite knowing that Thai Duong Company did not meet the conditions for licensing, still assessed that it met the requirements. He proposed and signed to issue a license for mineral exploitation, handing over rare earth resources to Thai Duong Company for exploitation, resulting in illegal exploitation and causing a loss of minerals worth an estimated VND 600 billion to the State.

The Investigation Police Agency of the Ministry of Public Security is expanding the investigation to clarify the crimes of related individuals in the case and applying measures according to the law to recover the State’s assets.
