At the press conference, Major General Hoàng Anh Tuyên, Deputy Chief of the Office and Spokesperson of the Ministry of Public Security, provided updates on the investigation of several cases related to the Thai Duong Group, the Vietnam Rubber Industry Group, and a case involving Ms. Nguyễn Thị Như Loan from Quoc Cuong Gia Lai Joint Stock Company.
Regarding the case at the Vietnam Rubber Industry Group, Dong Nai Rubber Company, Ba Ria Rubber Company, the Ministry of Natural Resources and Environment, and related units, the Ministry of Public Security’s Investigation Police Agency has prosecuted 17 defendants for offenses, including violating regulations on the management and use of state assets, causing waste and loss; taking bribes; and abusing power while on duty.
On July 18, 2024, the Investigation Police Agency of the Ministry of Public Security initiated a prosecution and arrested Ms. Nguyễn Thị Như Loan, CEO of Quoc Cuong Gia Lai Joint Stock Company, for violating regulations on the management and use of state assets, causing waste and loss.
There are signs that Ms. Loan colluded with Lê Y Linh, Chairman of Retro Harvest Finance Limited Company; Đặng Phước Dừa, former Chairman of Viet Tin Commercial Investment Joint Stock Company; and individuals from the Vietnam Rubber Industry Group, Dong Nai Rubber Company, and Ba Ria Rubber Company. They signed agreements and cooperation documents for investment and capital transfer to acquire 100% capital at the land plot from the Vietnam Rubber Group without going through an auction, contrary to the law. They then sold it to the Thinh Vuong Real Estate Joint Stock Company, causing hundreds of billions of dong in losses to the state.
Currently, the Investigation Police Agency of the Ministry of Public Security is consolidating documents and evidence regarding the prosecuted defendants’ offenses. At the same time, they are expanding the investigation, applying measures according to the law to thoroughly recover state assets.
Major General Hoàng Anh Tuyên also provided updates on the prominent case at the Thai Duong Group and related units.
Specifically, the Investigation Police Agency of the Ministry of Public Security has prosecuted 26 defendants, separated the case, and concluded the investigation for one defendant. They are investigating 25 defendants for four offenses, including violating regulations on research, exploration, and exploitation of resources; violating accounting regulations with particularly serious consequences; smuggling; consuming property derived from criminal acts; and violating regulations on the management and use of state assets, causing waste and loss.
Regarding the wrongdoing of Mr. Nguyễn Linh Ngọc, former Deputy Minister of Natural Resources and Environment (prosecuted on July 22, 2024, for violating regulations on the management and use of state assets, causing waste and loss), Mr. Ngọc, despite knowing that Thai Duong Company was not eligible for a license, still assessed that they were qualified and proposed and signed to issue a mineral exploitation license. This resulted in the illegal exploitation of rare earth resources, causing a loss of over VND 600 billion to the state.
The Investigation Police Agency of the Ministry of Public Security is expanding the investigation to clarify the crimes of related individuals in the case and applying measures according to the law to recover state assets.

The Thanh Hoa Police Investigative Agency has initiated legal proceedings against 23 individuals involved in the crimes of “Bribery” and “Receiving bribes”. This is the largest bribery case in terms of the number of suspects ever discovered and apprehended by the Thanh Hoa Police.
