Lack of land for resettlement
On August 6, providing information about the clearance and compensation for the Hoa Lien-Tuy Loan expressway project, Mr. Vo Nguyen Chuong, Deputy Director of the Department of Natural Resources and Environment of Da Nang City, said that the project is a key national project with a total length of 11.47 km. The project affects a total of 1,216 households and 3,275 tombs. The route passes through 3 communes: Hoa Son, Hoa Nhon, and Hoa Lien in Hoa Vang District.
According to Mr. Vo Nguyen Chuong, the city faces many difficulties and obstacles in the site clearance process for the expressway project, including delays in legal documents related to land retrieval and slow progress in site clearance work. In addition, there is significant pressure to meet the tight deadline.
The large number of cases to be resolved, coupled with the simultaneous implementation of the Hoa Lien-Tuy Loan expressway project and the road completion project, means that each case must go through procedures twice, as land provision occurs at two different time points. This further complicates the process.

However, according to Mr. Vo Nguyen Chuong, the biggest challenge is the lack of land for resettlement. Approximately 272 residential land cases require resettlement, which equates to about 792 resettlement lots (630 lots for the expressway project and 162 lots for the road completion project). However, many new resettlement areas are still in the process of project implementation, and there is no land available in reality. As a result, it is extremely difficult to persuade households to relocate and give up their residential land.
Other obstacles include the desire of households in Hoa Son Commune to be resettled on the spot for convenience in daily life and religious practices. Additionally, there are 3,275 tombs that need to be relocated, and gaining the consensus of the people is essential before proceeding.

10.05 km of the 11.47 km route has been handed over
The leadership of the Da Nang Department of Natural Resources and Environment shared that the People’s Committee of Hoa Vang District has established 3 site clearance working groups led by 3 district leaders. These groups are responsible for directly meeting with the people, resolving site clearance issues, and handling problems on the ground weekly, including working on Saturdays and Sundays, to accelerate the project’s progress.
Each commune in the district has also established a working group to propagate and mobilize people to hand over the land, focusing on households with residential land cases and those requiring resettlement. The People’s Committee of the district instructed the District Site Clearance Board, sectors, and localities to review and complete the dossiers, legal appraisal, and early advising on the issuance of land retrieval decisions, approval of compensation, support, and detailed resettlement to have a basis for meeting with the people and resolving their petitions and support.
For cases that have been met multiple times, and the policies have been resolved satisfactorily according to regulations, but the households still do not comply with the policy, land retrieval by force will be implemented according to regulations.
Notably, the People’s Committee of Da Nang City issued a decision to establish a working group to handle difficulties and obstacles in site clearance compensation for projects in the city. This group has effectively coordinated with Hoa Vang District to focus on removing obstacles in the Hoa Lien-Tuy Loan section of the North-South expressway in the eastern region of Da Nang City.
Regarding the handover of the site for construction, 1,075 out of 1,216 cases have been completed, achieving 88.5% (Hoa Lien 145 cases, Hoa Son 472 cases, and Hoa Nhon 458 cases). The length of the route with cleared land is about 10.05 km out of 11.47 km. “The number of cases and the cleared land area are enough for the construction unit to deploy until 2024,” affirmed Mr. Vo Nguyen Chuong.
The Hoa Lien-Tuy Loan expressway project, part of the North-South expressway in the eastern region, is about 11.5 km long and passes through 3 communes: Hoa Lien, Hoa Son, and Hoa Nhon in Hoa Vang District, Da Nang City. The project started in September 2023 and is expected to be completed in 2025.
The project is designed with 6 lanes, a road width of 29 m, but in this phase, it will have 4 completed lanes, a road width of 22 m, and a road surface of 14 m. The total investment is nearly VND 2,113 billion, of which the cost of site clearance, compensation, and resettlement is over VND 951 billion.
