Speaking at the conference, General Secretary and President To Lam emphasized that since the beginning of the term, the Hanoi Party Committee has resolutely implemented 10 work programs, 5 major orientations, 3 breakthroughs, 20 targets, and 14 tasks and solutions in a synchronous and effective manner.
Hanoi has renewed its leadership style, focusing on practical and pressing issues, while also paying attention to long-term strategic tasks related to the development of the capital. They have also addressed urgent social issues and conducted inspections, supervision, and monitoring.
The city has overcome challenges and maintained political stability, providing a solid foundation for development. People’s lives have improved, and incomes have gradually increased. The work of building and rectifying the Party and the political system has been promoted. The management efficiency of the authorities has also made significant progress.
The philosophy of the capital’s development is based on five pillars
Regarding the key tasks to be deployed in the coming time, the General Secretary and President To Lam emphasized and wished for the capital to perform even better in many aspects.
First, it is necessary to fully, correctly, and thoroughly understand the potential, outstanding advantages, position, and special importance of Hanoi in the renewal process. Enhance dynamism, creativity, and bold thinking to continue innovating mindset, thinking, and practices to promote Hanoi’s stronger and more comprehensive development, making it a model city for the country.
Achieve rapid and sustainable development, harmonizing economics with culture, environmental protection, security, and people’s happiness. The development philosophy of the capital is based on five pillars: culture and people; 3 transitions (green transition, digital transition, and circular economy); synchronous and modern infrastructure with high connectivity; digital economy and smart city; and science, technology, and innovation.
Second, regularly perform well in building and rectifying the Party and the political system to ensure its purity and strength. According to the General Secretary and President To Lam, this is a “crucial” task, ensuring the success of all other areas. Firmly prevent and repel negative manifestations; strictly handle officials, party members, civil servants, and public employees who degenerate in political thoughts, morals, and lifestyles, showing signs of “self-evolution” and “self-transformation.” Measure the effectiveness of the Party committees and authorities at all levels by the people’s satisfaction.
Third, as the capital and a special city, Hanoi needs a system of specific and superior mechanisms and policies to concretize the amended Capital Law. Enhance financial and budgetary capacity and mobilize resources for development in the coming time. Focus on investing in the development and upgrading of the socio-economic infrastructure system to be comprehensive, synchronous, modern, and effective.
“As an urgent priority, it is necessary to focus on reducing traffic congestion. There must be more fundamental solutions to deal with climate change adaptation, water supply and drainage, flooding, waste treatment, and energy infrastructure,” emphasized the General Secretary and President To Lam.
Fourth, arrange and distribute socio-economic development spaces along economic corridors, belts, and development axes, in conjunction with effective resource mobilization and utilization, and regional connectivity. Develop culture in association with preserving and promoting cultural heritage values, building elegant and civilized Hanoi people, and preserving and promoting the cultural identity and spiritual values characteristic of the capital.
Fifth, continue to review the targets and tasks, develop specific solutions, and prioritize resources to successfully achieve the strategic breakthroughs and remove bottlenecks, striving to achieve the highest level of targets and tasks set by the Resolution of the 17th Congress of the Hanoi Party Committee.
Sixth, the Party Committee should focus on leading party congresses at all levels to ensure progress and quality in accordance with Directive No. 35-CT/TW and the plan of the Party Committee.
