On August 8, the Hanoi City People’s Council announced that its Standing Committee had issued a decision to establish a supervisory delegation regarding land planning and management, as well as construction order in riverbed and outer dike areas along the Hong (Red) River and Duong River.

The Hanoi People’s Council will form two supervisory delegations comprising representatives from its internal committees and several experts to carry out this task.

The purpose of these delegations is to examine and evaluate the implementation of land planning and management, as well as construction order in riverbed and outer dike areas within the city from January 1, 2021, to June 30, 2024.

The delegations will also oversee dike management, land management and anti-encroachment efforts, outer dike activities, inspection of eligible and criteria-compliant wharf areas, wharf licensing and route management, as well as inspection and handling of violations.

The subjects of this supervision include the Hanoi People’s Committee and the People’s Committees of the following districts and counties: Hoan Kiem, Ba Dinh, Hai Ba Trung, Long Bien, Gia Lam, Bac Tu Liem, Tay Ho, Hoang Mai, Thanh Tri, Thuong Tin, Phu Xuyen, Phuc Tho, Dan Phuong, Me Linh, Dong Anh, Ba Vi, and Son Tay.

Additionally, the following departments will be supervised: Transportation, Construction, Planning and Investment, Planning and Architecture, Natural Resources and Environment, and Agriculture and Rural Development.

The Hanoi People’s Council will conduct this supervision during August and September 2024.

Following the supervision, the Standing Committee of the Hanoi People’s Council will propose feasible and effective solutions for land planning and management, as well as investment and construction in the riverbed and outer dike areas along the Hong (Red) River and Duong River.

It is known that, for many years, violations in the management and use of land in riverbed areas have been a pressing issue. Hundreds of cases of illegal construction and land trading have gone unchecked.
