The new Land Use Rights and Asset Ownership Certificate (red book/pink book), as per the latest regulations in Circular No. 10/2024/TT-BTNMT (Circular 10), issued by the Ministry of Natural Resources and Environment on July 31, 2024, and effective from August 1, 2024, consists of one sheet with two pages, printed on a Dong Son drum pattern background, in lotus pink color, measuring 210mm x 297mm.

Page one of the sample Land Use Rights and Asset Ownership Certificate includes the National Emblem, Country Name; the words “Land Use Rights and Asset Ownership Certificate” in red; a QR code; and the Certificate code. Page one displays three sections: Section “1. Land User and Asset Owner”; section “2. Land Plot Information”; and section “3. Information on Assets Attached to the Land”; the location, date of issuance, and issuing authority; the Certificate serial number; and a note stating “Detailed information is displayed in the QR code”.

Page two comprises section “4. Diagram of Land Plot and Attached Assets”; section “5. Notes”; section “6. Changes after Certificate Issuance”; the Certificate registration number; and notes for the Certificate holder.

Circular 10 also stipulates that the printing of Land Use Rights and Asset Ownership Certificates shall be carried out through land database management software. In cases where localities have not yet established a land database, the information in the Registration and Certificate Issuance Files shall be entered into the land database management software to print the Certificates.

The presentation of detailed information on the Land Use Rights and Asset Ownership Certificates shall comply with the provisions of Articles 32, 33, 34, 35, 36, 37, 38, 39, 40, and 41 of Circular No. 10/2024/TT-BTNMT. Specifically, the number, name of the sections and points shall be printed in ‘Times New Roman, Bold’ font, size ’13’; while the points shall be printed in italic font and number.

The content information of sections 1, 2, 3, 4, 5, and 6 on the Land Use Rights and Asset Ownership Certificate shall be printed in ‘Times New Roman, Regular’ font, with a minimum size of ’12’; except for the name of the land user and asset owner in section 1, which shall be printed in ‘Bold’ font, with a minimum size of ’13’. The color of the text and numbers on the Certificate shall be black.

Article 14 of Circular No. 10 also regulates the QR code of the red book. Accordingly, the QR code printed on the Certificate serves to store and display detailed information of the Certificate, as well as management-related information of the QR code.

The feedback information from the QR code holds the same value as the information on the Certificate and is consistent with the information in the land database or the land records in places where a land database has not yet been established. The application of providing the Certificate’s QR code must meet the technical requirements for the QR code 2005 according to the Vietnam standard TCVN 7322:2009 (ISO/IEC 18004:2006).

The QR code of the Certificate must be generated and printed on the same local land database management software application system, integrated with the national land database. The size of the QR code image printed on the Certificate is 2.0 cm x 2.0 cm.

The QR code is positioned in the upper right corner of page one of the Land Use Rights and Asset Ownership Certificate (for cases where the Certificate is printed for the first time). In the event of any changes to the information after the issuance of the Certificate, the QR code shall be displayed on the right side of the column “Changes and Legal Basis” in section 6, on page two of the Certificate.
