Prime Minister Pham Minh Chinh was accompanied by Nguyen Van Nen, Secretary of the Ho Chi Minh City Party Committee; Tran Hong Ha, Deputy Prime Minister; and leaders of ministries, sectors, and central and Ho Chi Minh City agencies.
The project to build the T3 Passenger Terminal at Tan Son Nhat International Airport is invested by the Southern Airports Corporation (ACV) with a total investment of approximately VND 10,990 billion from ACV’s legal capital (not using the state budget). The construction is expected to take 37 months from the approval of the investment policy.
The project is designed with a capacity of 20 million passengers per year (about 7,000 passengers per hour) and auxiliary works to serve domestic exploitation, dividing the exploitation volume between Long Thanh Airport and Tan Son Nhat Airport.

In July 2022, the Prime Minister surveyed the site and directed the resolution of difficulties in site clearance and land handover related to defense land. The Government issued Resolution No. 93/NQ-CP dated July 28, 2022, to remove obstacles in the handover of defense land to implement the T3 Passenger Terminal project and the connecting road.
On February 12, 2024, the Prime Minister continued to chair the site inspection and gave Lunar New Year greetings to officials and workers, requesting ACV to strive to shorten the construction time and put the project into operation before April 30, 2025.
As a result, the site clearance work was completed in June, and the aircraft parking lot was also finished. The rough concrete work reached 100%, and the architectural construction of the terminal building reached 80%. The construction of the main works is being controlled according to the plan. The units strive to complete the installation of the steel structure on September 2, 2024, and put the project into operation on the occasion of April 30, 2025.

Working with relevant agencies right at the project site, Prime Minister Pham Minh Chinh commended the relevant agencies, ACV as the investor, and contractors for their efforts in implementing the project, making up for the previous delay, and especially the 3,000 enthusiastic workers on the construction site.
To achieve the goal of ensuring the quality and efficiency of the work and putting it into operation on the occasion of April 30, 2025, to celebrate the 50th anniversary of the Liberation of the South and National Reunification, the Prime Minister requested ACV to concentrate its human resources, including the investor, consulting units, and contractors, and coordinate with relevant agencies to continue promoting the spirit of “only discussing doing, not discussing backing off”, “overcoming the sun, winning the rain”, “eating quickly, and sleeping urgently”. Work in shifts, work through holidays and Tet to carry out construction, ensuring quality, technique, aesthetics, safety, and environmental sanitation, preventing waste, and corruption, completing and putting the project into operation as scheduled.

The Prime Minister noted that the construction time is not long, with only about seven months left (including one month of Tet holiday), while the workload is still large (about 45.7%) and requires high technical and aesthetic standards, as well as close coordination and synchronization between contractors and construction units. Therefore, it is necessary to have more drastic and tighter supervision and timely handling of arising issues to ensure the construction progress and quality.
The Prime Minister also noted the need to focus on completing the technical systems of the work to ensure synchronization; connecting and organizing well the traffic between the work and the urban road system when the work is put into use, avoiding congestion; promoting digitization, investing in smart management and monitoring systems to facilitate users and reduce operating manpower; investing in green and intelligent energy systems such as rooftop solar power; and completing the system of greenery and landscape outside the work, at parking lots, and on roads to ensure synchronization when put into use.
The Ministry of Transport and the State Capital Management Committee will continue to closely monitor the process and direct the investor ACV in implementing the project. The Ho Chi Minh City People’s Committee will urgently implement and complete the connecting traffic routes, ensuring synchronous operation to meet the travel needs when the T3 terminal is put into operation. The Ministry of Construction should be well prepared for the work acceptance.
The Ministry of National Defense will coordinate with the Ho Chi Minh City People’s Committee and relevant ministries, sectors, and agencies to research and resolve issues related to defense land to arrange traffic routes and landscape areas around the T3 terminal and effectively exploit Tan Son Nhat Airport, while ensuring the performance of security and defense tasks.
On this occasion, the Prime Minister also analyzed some experiences in implementing large projects and works. Accordingly, it is necessary to promote the role of the leader and mobilize the participation of the entire political system; do well in site clearance, which must be one step ahead; carefully prepare for investment; and select contractors in a transparent and open manner according to regulations to prevent negativity, corruption, and waste and not to lose officials. Relevant parties must coordinate closely and harmoniously, with clear assignment of personnel, tasks, responsibilities, timelines, products, and results, along with enhanced supervision, urging, inspection, and timely grasp and resolution of difficulties and problems.

Traffic Opened at Tunnel near Tan Son Nhat Airport
In the afternoon of the same day, the Prime Minister attended the opening ceremony of Package 9 of the project to build a road connecting Tran Quoc Hoan Street and Cong Hoa Street, Tan Binh District, Ho Chi Minh City, and launched a 130-day and night emulation campaign to accelerate the progress and complete the entire route by December 31, 2024, ready to serve the T3 terminal when it is put into operation.
The project to build a road connecting Tran Quoc Hoan Street and Cong Hoa Street is a key national project with a total investment of VND 4,848 billion, approved and started simultaneously with the T3 terminal project.
The project aims to build a new road connecting Tran Quoc Hoan Street and Cong Hoa Street, directly connecting to the T3 terminal of Tan Son Nhat International Airport, with a total length of 4 km and a cross-section of six lanes.

Package 9 is the construction package of an urban tunnel (about 600 m) right at the entrance of Tan Son Nhat International Airport, which was opened to traffic three months earlier than the expected completion time.
Together with the projects to upgrade and expand Hoang Hoa Tham, Ten Lua, and Tan Ky Tan Quy streets by the end of this year, this project will contribute to completing the traffic infrastructure system and reducing congestion in the area of Tan Son Nhat International Airport, especially after the T3 terminal becomes operational.
Speaking at the event, Prime Minister Pham Minh Chinh highly appreciated the significance of the project, stating that it demonstrates the high determination, great efforts, and attacking spirit of “only discussing doing, not discussing backing off” of the Party Committee, authorities, and people of Ho Chi Minh City, especially in resolving difficulties and long-standing problems and doing well in site clearance. The Prime Minister expressed his thanks to the people who gave up their land, residence, and livelihood for the project.
