The Ho Chi Minh City – Moc Bai Highway project is an exciting initiative currently underway, with efforts being made to commence construction as early as 2025.

As per the approved decision, the project is scheduled for implementation from 2024 to 2027, with a total estimated investment of VND 19,617 billion. The investment model is a public-private partnership, utilizing the Build-Operate-Transfer (BOT) format. The investment capital will comprise approximately VND 9,943 billion from investors and VND 9,674 billion from the state.

The Ho Chi Minh City – Moc Bai Highway will stretch across approximately 51 km, with 24.7 km in Ho Chi Minh City and 26.3 km in Tay Ninh Province. The starting point will connect to Ring Road 3 in Cu Chi District, Ho Chi Minh City, and the endpoint will intersect with National Highway 22 in Ben Cau District, Tay Ninh Province.

Designed for a speed of 120 km/h, the highway will initially feature four lanes. The project includes the construction of roads, intelligent transportation systems, toll booths, and other necessary infrastructure, ensuring compliance with current standards and regulations.

Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Transport Project Management Unit (the project preparation unit), shared his enthusiasm for the project, highlighting its significance not only in connecting Ho Chi Minh City and Tay Ninh Province but also in forming a part of the future Trans-Asian Highway network.

The project is expected to require approximately 409 hectares of land, with compensation and site clearance carried out according to the six-lane highway plan. It is divided into four sub-projects, with Sub-project 1, the construction of the highway under the BOT format, under the management of the Ho Chi Minh City People’s Committee.

The remaining three sub-projects will be implemented using public investment. Sub-project 2 (construction of auxiliary roads and overpasses) and Sub-project 3 (compensation, support, and resettlement in Ho Chi Minh City) will be managed by the Ho Chi Minh City People’s Committee, while Sub-project 4 (compensation, support, and resettlement in Tay Ninh) will be managed by the Tay Ninh People’s Committee.

According to Mr. Phuc, the investor is currently working on detailed plans and timelines, aiming to commence technical infrastructure construction on April 30, 2025. The BOT-related work will be carried out simultaneously with the compensation and site clearance processes for the public investment sub-projects. These sub-projects are expected to break ground in April and June 2025, respectively, with the entire project slated for completion and opening to traffic by December 31, 2027.

One advantage is the application of specific mechanisms similar to those used for the Ho Chi Minh City Ring Road 3 project for land clearance. This involves treating land clearance as an independent project and approving the boundary from the time of investment decision to the approval of the feasibility study, thereby saving 6-8 months.

Based on surveys, a significant portion of the land to be acquired for this project is agricultural. This presents an opportunity to draw on the experience gained from the Ring Road 3 project to expedite land clearance. Mr. Phuc expressed his hope that the people of Cu Chi District in Ho Chi Minh City and Tay Ninh Province would support this endeavor, helping to turn the dream of a high-speed highway that fosters new development opportunities into a reality in the near future.

The Ho Chi Minh City – Moc Bai Highway is a crucial project that will address transportation needs and alleviate traffic congestion on National Highway 22. Once operational, it will integrate with other high-capacity and high-speed ring roads in the Ho Chi Minh City – Tay Ninh transport corridor. Additionally, it will promote the development of the Moc Bai – Ho Chi Minh City – Cai Mep – Thi Vai industrial and urban corridor, linking it to the Trans-Asian Economic Corridor.

The project will also foster regional connectivity and cooperation in the Southeast region, the Mekong Delta, the Central Highlands, and the South-Central Coast. It will enhance the competitiveness of the economy in the context of deep integration and contribute to the completion of the road transport network as per the master plan. Furthermore, it will play a role in ensuring national security and defense.
