Deploying 3 Laws Related to Land: A New Impetus for Socio-Economic DevelopmentThe Prime Minister’s dispatch clearly directs the deployment of the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, and the Real Estate Business Law No. 29/2023/QH15. The Government and the Prime Minister commend the efforts of ministries, sectors, and local authorities, and highly appreciate the participation of the National Assembly’s committees, the heartfelt criticism and suggestions of the Vietnam Fatherland Front Central Committee, socio-political organizations, associations, businesses, press agencies, experts, scientists, and the people. To effectively implement the new policies of the Land Law, the Housing Law, and the Real Estate Business Law in practice and create a new driving force for socio-economic development, the Prime Minister requests the ministers, heads of ministerial agencies, government agencies, the Chairmen of the Provincial People’s Committees, and the cities under the Central Government to immediately perform the following tasks: Ministers of Ministries: Natural Resources and Environment, Construction, Finance, Home Affairs, Labor, War Invalids, and Social Affairs urgently guide and organize training for local authorities on new policies stipulated in the Laws and their detailed regulations to effectively organize their implementation and bring new policies to life. – Direct the inspection, urge, and guide the issuance of detailed documents within the authority stipulated in the Laws and Decrees detailing the implementation of the Laws in localities, reporting to the Prime Minister before August 20, 2024. – Immediately deploy the review, publicize, and urge and guide localities to publicly announce administrative procedures on the Government’s Public Service Portal, the electronic information portals of ministries, sectors, and localities, and publicly post them at the place of receipt of administrative procedures as prescribed by law, so that the people and businesses know, perform, and supervise the implementation. – Organize propaganda and education of law widely among the people, business community, and overseas Vietnamese about innovations in land, housing, and real estate business laws, especially on access rights to land and housing; interests and attention of the State for social policy beneficiaries; decentralization and delegation; administrative procedure reform; investment incentives, and land prices… to raise awareness and responsibility in law enforcement and supervision. Ministries and sectors within their assigned functions and tasks shall direct, guide, monitor, and inspect the implementation of the Land Law, the Housing Law, and the Real Estate Business Law; promptly guide and remove difficulties and obstacles arising within their competence; report to the Prime Minister the issues beyond their competence. The People’s Councils and People’s Committees of provinces and centrally-run cities shall concentrate resources and ensure the necessary conditions to direct the implementation of the Land Law, the Housing Law, and the Real Estate Business Law, especially the exercise of new powers and tasks stipulated in the Laws; proactively coordinate with relevant ministries and sectors to resolve problems arising in practice in localities; promptly report to the Government and the Prime Minister issues beyond their competence, without causing congestion affecting socio-economic development and the legitimate rights and interests of the people and businesses. – For localities that have not yet issued detailed documents within their authority as stipulated in the Laws and Decrees detailing the implementation of the Laws, they must urgently complete them before August 20, 2024. – People’s Committees at all levels shall urgently organize conferences in August 2024 to propagate and train officials, public employees, and civil servants on new regulations of land law, housing law, and real estate business law to understand correctly and uniformly deploy, synchronously and effectively. Strengthen propaganda and dissemination of law to people and businesses to raise awareness and responsibility, creating consensus in law enforcement and supervision. – Direct the public announcement of administrative procedures on the Government’s Public Service Portal, the locality’s electronic information portal, and publicly post them at the place of receipt of administrative procedures as prescribed by law, so that the people and businesses know, perform, and supervise the implementation. Strictly implement coordination between agencies and units in handling administrative procedures to ensure closeness, timeliness, and effectiveness, especially for groups of administrative procedures and inter-sectoral public services; receiving and handling feedback and recommendations; the leader regularly organizes dialogues with the people and businesses. The Voice of Vietnam, Vietnam Television, and press agencies are responsible for propagating and introducing the contents, opening columns and topics to introduce important innovations of the Land Law 2024, Housing Law 2023, and Real Estate Business Law 2023 and sub-law documents. Proposing the Central Committee of the Vietnam Fatherland Front and member organizations such as the Ho Chi Minh Communist Youth Union, the Vietnam General Confederation of Labor, the Vietnam Farmers’ Union, the Vietnam Women’s Union, the Vietnam Veterans Association, and other mass organizations to build and implement programs to disseminate information about land, housing, and real estate business laws to their members. Assigning Deputy Prime Minister Tran Hong Ha to directly follow and direct the implementation of this dispatch. The Government Office regularly monitors the situation and reports to the Prime Minister and the Deputy Prime Minister in charge of sudden and unexpected issues. |
