Deputy Head of the National Assembly’s Law Committee, Nguyen Truong Giang, emphasized the need for practical and enforceable regulations in the context of fire prevention, firefighting, and rescue and relief during the Law Committee’s August meeting on the morning of August 14th.
Mr. Giang drew attention to the increase in fire safety violations since the National Assembly’s Standing Committee’s supervision, underscoring the urgency of effective measures.
He cited the challenge of addressing fire safety violations in combined residential and commercial buildings, such as the HH Linh Dam apartment complex, where residents expressed frustration over frequent fire alarms due to the close proximity of multiple buildings.
Mr. Giang advocated for a realistic approach, suggesting that a grace period be implemented to allow for necessary improvements to be made to non-compliant structures.
He also pointed out ambiguities in the draft law regarding fire safety provisions for combined residential and commercial spaces, which could pose challenges for both law enforcement and citizens.
The Head of the National Defense and Security Committee, Le Tan Toi, acknowledged the importance of fire safety in residential buildings and proposed separate provisions for combined residential and commercial spaces to address unique safety challenges.
The committee has worked to address these concerns by separating the provisions into two distinct articles, focusing on fire safety in residential buildings and combined residential and commercial spaces, respectively.
Mr. Toi also emphasized the comprehensive regulations already in place within the current Electricity Law regarding safety, including fire safety, in the production, transmission, distribution, and use of electricity.
However, he noted that compliance with these regulations, particularly regarding individual and organizational responsibilities for post-meter electrical safety, has been lacking, contributing to fire and explosion risks.
To address this, the committee proposed a comprehensive review of the Electricity Law, expected to be presented to the National Assembly during its 8th session, to strengthen enforcement and promote safer electrical practices.
The committee also suggested that general safety provisions, including fire safety, be incorporated into the Electricity Law to ensure a unified and coherent legal framework.
Series of Violations in the Hoan Son Residential Project, Tien Du, Bac Ninh
The People’s Committee of Tien Du district (Bac Ninh province) has identified a series of existing shortcomings in the Hoan Son Residential Area Project, which is owned and developed by Hanoi Housing Construction and Development Corporation. These include the incorrect construction of some villa lots and the conversion of four 6-storey buildings into rental rooms without meeting the fire safety requirements.

The People’s Committee of Da Lat City (Lam Dong Province) has issued a directive for the People’s Committee of Ta Nung commune to conduct an inspection and determine the time of construction of residential and warehouse blocks at the Dapa Hill tourist site. If any violations are found, a case will be established for further actions.
District suffers massive fire in public disclosure of 90 fire safety violations in mini apartment buildings
The Thanh Xuan District Police (Hanoi) has recently released a list of 90 residential buildings with multiple apartments (mini apartments) that are still in violation of fire safety regulations. It is worth noting that many of these buildings are owned by Nghiem Quang Minh, the owner of the mini apartment building that caught fire on Khuong Ha street, resulting in the death of 56 people.
