Vietnam’s Ministry of Public Security’s Investigation Security Agency has requested that the Vietnam Electricity Group (EVN) provide documents on 32 wind and solar power plants as part of an investigation into “Abuse of Position and Power while performing duties” at the Ministry of Industry and Trade and various provinces and cities.

EVN is required to submit all negotiation documents, power purchase agreements, inspection and acceptance records, and official commercial operation date recognition for the 32 power plants across the country. They must also provide records of periodic and surprise inspections of the energy measurement systems and actual installed capacity verification.

Gia Lai province offers numerous incentives for four wind power plants.

Of these, four plants are located in Gia Lai province: Hung Hai wind power plant in Kong Chro district, Cuu An wind power plant in An Khe town, Ia Le 1 wind power plant in Chu Puh district, and Ia Bang 1 wind power plant in Chu Prong district.

The Hung Hai wind power plant, with a capacity of 100MW and a total investment of over VND 3,700 billion, is owned by the Gia Lai Wind Power Investment and Development Joint Stock Company. The Cuu An wind power plant, with a capacity of 46.2MW and a total investment of VND 1,700 billion, is owned by Cuu An Wind Power Joint Stock Company. The Ia Le 1 wind power plant, with a capacity of 100MW and a total investment of over VND 4,020 billion, is owned by Cao Nguyen 1 Wind Power Investment and Development Joint Stock Company. The Ia Bang 1 wind power plant, with a capacity of 50MW and a total investment of VND 2,200 billion, is owned by Ia Bang Wind Power Joint Stock Company.

Since 2020, these projects have been under construction. The Gia Lai Provincial People’s Committee has applied various incentives and support policies for the investors, including land rent, corporate income tax, and non-agricultural land use tax, as per the investment approval decisions.

Notably, the province and relevant authorities allowed some projects to commence construction before completing land lease or rental procedures as required by the Land Law, with a portion of the construction taking place on forest land.

These projects have faced numerous complaints from local residents regarding compensation and support for agricultural land since their inception. Particularly at the Ia Le 1 wind power plant, there have been prolonged protests related to compensation agreements and support within the wind tower safety corridor.

A string of wind and solar power projects are required to submit documents

In addition to the four projects in Gia Lai, the Investigation Security Agency of the Ministry of Public Security has requested EVN to provide documents for solar and wind power plants in other provinces, including Dak Lak, Ninh Thuan, and Tien Giang. Among these are the Trung Nam – Thuan Nam and Trung Nam – Thuan Bac solar power plants and the Thuan Nam 19 solar power plant.

According to the Investigation Security Agency, the case of “Abuse of Position and Power while performing duties” is under the direction of the Central Steering Committee for Anti-Corruption and Negative Practices.
