  • Nam Dinh City (Nam Dinh Province) will be downgraded to an urban area of the second category after the merger of administrative boundaries.

The People’s Committee of Nam Dinh City (Nam Dinh Province) organized a conference to announce Resolution No. 1104/NQ-UBTVQH15 dated July 23, 2024, of the National Assembly Standing Committee on the rearrangement of administrative units at the district and communal levels for the period of 2023-2025 in Nam Dinh Province.

The leader of the Office of the National Assembly Delegation and the Provincial People’s Council of Nam Dinh announced the contents related to Nam Dinh City and My Loc District.

Mr. Pham Dinh Nghi, Vice Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, acknowledged and praised the efforts and active coordination of Nam Dinh City and My Loc District with related provincial departments, sectors, and branches in preparing the conditions for the new administrative arrangement according to the Resolution of the National Assembly Standing Committee, in line with the directions of the Provincial Party Committee, People’s Council, and People’s Committee.

Nam Dinh City will merge with My Loc District to form the new Nam Dinh City, under Nam Dinh Province.

The Chairman of the Provincial People’s Committee emphasized that the rearrangement and merger are major policies of the Party and the State. Therefore, authorities at all levels, sectors, and localities must strengthen propaganda and be determined to carry out this task. He also stated that the merger of Nam Dinh City will create new development momentum and space, based on the approved planning.

The Chairman of the Provincial People’s Committee underlined that after the merger, Nam Dinh City will be downgraded from an urban area of the first category to the second category. Therefore, the Party committees, authorities, branches, mass organizations, and localities must focus on propaganda and explanation so that officials, party members, and people understand this content.

Merger of Nam Dinh City and My Loc District

Resolution No. 1104/NQ-UBTVQH15 of the National Assembly Standing Committee states that the entire natural area of 74.49 km2 and a population of 84,045 people of My Loc District will be merged into Nam Dinh City. At the same time, some wards and communes under the city will be rearranged.

After the merger, Nam Dinh City will have a natural area of 120.90 km2 and a population of 364,181 people. It will be adjacent to Nam Truc and Vu Ban Districts, as well as Ha Nam and Thai Binh Provinces.

Nam Dinh City is the provincial capital of Nam Dinh, a province that experienced positive growth in the first half of 2024.

After the rearrangement, Nam Dinh City will consist of 21 communal-level administrative units, including 14 wards: Cua Bac, Cua Nam, Hung Loc, Loc Ha, Loc Hoa, Loc Vuong, Nam Phong, Nam Van, Nang Tinh, My Xa, Quang Trung, Tran Hung Dao, Truong Thi, and Vi Xuyen; and 7 communes: My Ha, My Loc, My Phuc, My Tan, My Thang, My Thuan, and My Trung.

The People’s Court of My Loc District will be dissolved and merged into the People’s Court of Nam Dinh City. Similarly, the People’s Procuracy of My Loc District will be dissolved and merged into the People’s Procuracy of Nam Dinh City. The People’s Court and People’s Procuracy of Nam Dinh City will be responsible for inheriting the tasks and powers of the People’s Court and People’s Procuracy of My Loc District, respectively, in accordance with the law.

This Resolution takes effect from September 1, 2024.

Nam Dinh City is the provincial capital of Nam Dinh Province. According to the Provincial Statistics Office, the province’s economy in the first half of 2024 grew by 8.56% compared to the same period in 2023, ranking 5th out of 11 provinces and cities in the Red River Delta region and 11th out of 63 provinces and cities nationwide. The industry and construction sector played a key role in this growth, contributing 5.11 percentage points.

The Gross Regional Domestic Product (GRDP) in the first half of 2024, at constant 2010 prices, is estimated at VND 29,157 billion, up 8.56% over the same period last year. Specifically, the agriculture, forestry, and fishery sector increased by 3.48%; the industry and construction sector by 12.68%; the service sector by 6.91%; and taxes on products minus subsidies by 8.55%.

In the agriculture, forestry, and fishery sector, the yield of major crops increased significantly, and the output of key livestock and aquaculture products grew positively. The added value of the agricultural sector increased by 3.30%, while that of the fishery sector rose by 4.05%.

The scale of the provincial economy in the first half of 2024, at current prices, is estimated at VND 53,868 billion, up 13.83% compared to the same period in 2023.
