![]() Government Inspectorate Recommends Disciplinary Action and Accountability for Provincial People’s Committee Chairman and Vice-Chairmen

The inspection period was from January 1, 2016, to December 31, 2020 (with relevant issues before or after this period also considered).
The Government Inspectorate recommended disciplinary measures and accountability for the collective and individual leadership of the People’s Committee of Gia Lai province.
The announcement of the Government Inspectorate’s conclusions clearly stated issues related to the compliance with policies and laws in the management and use of land with origins from agricultural and forestry farms by the People’s Committee of Gia Lai province; activities related to the exploitation of land, stone, sand, and gravel; investment construction management; management of public investment and inspection of budget-funded projects; management and supervision of the rights and obligations of land users, and investment management for several non-budget-funded projects; urban planning and construction, and management of construction order in Pleiku city.
At the same time, the conclusions of the Government Inspectorate also clearly assigned responsibility to the subjects involved in the above violations and shortcomings, as well as the responsibility of the collective leadership of the People’s Committee, the collective leadership of the departments (Planning and Investment, Natural Resources and Environment, Finance, Agriculture and Rural Development, and Construction), the collective leadership of Pleiku city, the districts, and the inspected units (An Khê, Ayun Pa, Đắk Đoa, Chư Sê, Chư Prông, Đức Cơ, Kbang, and Ia Grai); and those who handled, presented, and signed related documents.
Based on these findings, the Government Inspectorate recommended that the Prime Minister direct disciplinary action and accountability measures for the collective and individual leadership of the People’s Committee of Gia Lai province during the 2016-2020 period and related periods for the shortcomings, shortcomings, and violations related to management and administration mentioned in the inspection conclusions.
The Government Inspectorate also recommended that the People’s Committee of Gia Lai province organize disciplinary action and hold accountable the individual Chairman and Vice-Chairmen of the People’s Committee during the 2016-2020 period and related periods for the shortcomings, shortcomings, and violations mentioned in the inspection conclusions.
The Inspectorate Demands Urgent Remediation and Handling of Violations
At the same time, the Government Inspectorate requested that the Chairman of the People’s Committee of Gia Lai province urgently implement measures to remedy and handle the shortcomings and violations mentioned in the inspection conclusions according to the law and report the results to the Government Inspectorate.
The Government Inspectorate requested that the Chairman of the People’s Committee of Gia Lai province, based on his authority and reporting to the competent authority, direct the heads of departments, branches, units, and the Chairmen of the People’s Committees of districts, towns, and cities during the 2016-2020 period and related periods, as well as organizations and individuals involved, to seriously review and take disciplinary action according to regulations against organizations and individuals who have made shortcomings, shortcomings, and violations mentioned in the conclusions of the inspection.
Direct the competent agencies of the province, districts, towns, and cities to focus on resolving, rectifying, and overcoming the violations, shortcomings, and shortcomings mentioned in the inspection conclusions.
Assign competent agencies to handle the amount of VND 409,792,960,000 in violations discovered during the inspection.
The Inspectorate Recommends Checking and Reviewing 172 Project Profiles That Were Allotted Land or Leased Land Without Auction
The Government Inspectorate requested that the Chairman of the People’s Committee of Gia Lai province direct the improvement of land management and use and investment construction management in the province; conduct inspections and handle them according to regulations, ensuring feasibility and suitability to the local situation, avoiding waste, state budget loss, and loopholes.
Specifically, review the Planning, Land Use Plan, and the three types of forest planning to ensure compliance with regulations, while strengthening the management and protection of forests, and promptly detecting and strictly handling violations related to encroachment and deforestation.

Direct the Provincial Tax Department to coordinate with the local public security agencies to investigate and strictly handle acts of trading and transferring real estate with signs of tax evasion to deter, prevent, and collect taxes for the state budget.
Direct the inspection and review of 172 project profiles that have been allocated land or leased land without auction to ensure compliance with the law, especially projects using land for commercial, service, residential, and non-agricultural production and business purposes; and the exemption of land rent for organizations in the province to avoid state budget losses.
During the handling process, if there are signs of criminal law violations, the People’s Committee of the province shall transfer the case to the competent agency for handling and take full responsibility for its decision.
Recommending Party Discipline for Former Chairman of Phu Yen Provincial People’s Committee
On February 2, the Provincial Party Committee of Phu Yen held a meeting and proposed the competent authorities to consider disciplinary actions against Mr. Pham Dinh Cu, former Chairman of the Provincial People’s Committee of Phu Yen, and decided to implement disciplinary measures by expelling Mr. Do Duy Vinh, former Director of the Provincial Department of Finance of Phu Yen from the Party.
