At the meeting, Premier Li Qiang expressed his respect and eternal gratitude for the significant contributions made by the late General Secretary Nguyen Phu Trong to the relations between the two parties and two countries.

A MOMENTOUS VISIT BOOSTING VIETNAM-CHINA RELATIONS

Premier Li warmly welcomed General Secretary and President Tho Lam on his first state visit to China, which also marked his first overseas trip in his new role. He believed that this visit reflected the great importance and top priority that the Party and state of Vietnam attached to their relationship with China.

He expressed confidence that General Secretary and President Tho Lam’s momentous visit would inject strong momentum into the Vietnam-China comprehensive strategic cooperative partnership and the Vietnam-China community with a shared future, propelling the relationship into a new phase of development and yielding more substantial outcomes.

Premier Li affirmed that China always considers its relationship with Vietnam as a priority in its foreign policy towards neighboring countries. The Chinese Party and government consistently support Vietnam in comprehensively accelerating its renovation, openness, and the industrialization and modernization of its country, as well as in its early realization of socialism suited to its circumstances.

General Secretary and President Tho Lam expressed his sincere gratitude to the Chinese Party, government, and people for the warm, thoughtful, and cordial reception accorded to the high-level delegation of the Vietnamese Party and state, reflecting the comradely and brotherly friendship between the two countries.

General Secretary and President Tho Lam affirmed that Vietnam has always considered developing its neighborly friendship and comprehensive cooperation with China as a consistent policy and a strategic choice in its foreign policy of independence, self-reliance, multilateralization, and diversification.

Vietnam will continue to consolidate and build upon the important achievements and common perceptions of the high-ranking leaders of both sides regarding the elevation of the Vietnam-China comprehensive strategic cooperative partnership and the building of a Vietnam-China community with a shared future of strategic significance.

General Secretary and President Tho Lam warmly congratulated China on its remarkable achievements in the cause of reform and opening-up, its successful realization of the “first centenary goal,” the adoption of more than 300 measures for deepening overall reform at the Third Plenary Session of the 18th Party Congress, and the successful convening of the Third Plenary Session of the 20th Party Congress.

In a friendly, open, and trusting atmosphere, General Secretary and President Tho Lam and Premier Li Qiang reviewed the outstanding achievements in bilateral cooperation over the past time. They expressed their pleasure and agreed that the relationship between the two Parties and two countries has made historic progress, reaching the deepest, most comprehensive, and substantive level ever, with many important results: political trust has been strengthened, the level of the relationship has been raised; high-level and all-level exchanges and contacts have been maintained regularly; trade cooperation has grown vigorously; Chinese investment in Vietnam has increased significantly; tourism cooperation has rebounded strongly; local cooperation and people-to-people exchanges have been vibrant, etc.

HUGE POTENTIAL FOR COOPERATION

Both sides agreed that the potential for cooperation between the two countries remains vast. They agreed to jointly promote political and economic trust and effectively build a “community with a shared future of strategic significance,” propelling bilateral relations to a new stage of development in line with the “Six Good” direction. They will maintain regular high-level and all-level exchanges, enhance cooperation between the two Parties, governments, parliaments/National People’s Congresses, and Fatherland Front/Political Consultative Conferences, and expand cooperation in key areas such as foreign affairs, national defense, and security.

At the same time, they will promote practical cooperation to achieve more substantial outcomes, strengthen local cooperation and people-to-people exchanges, and well organize activities to celebrate the 75th anniversary of the establishment of Vietnam-China diplomatic relations, consolidating a solid social foundation and creating new momentum for the development of Vietnam-China relations. They will also maintain close coordination and mutual support in multilateral mechanisms and forums.

General Secretary and President Tho Lam welcomed China’s participation in the construction of three standard-gauge railway projects connecting Vietnam and China, as well as cooperation in the Vientiane-Vung Ang railway and urban railways in Hanoi.

General Secretary and President Tho Lam proposed that China continue to open its market to high-quality agricultural products from Vietnam, facilitate the early establishment of the Vietnamese Consulate General in Chongqing and trade promotion offices in China, and promote large-scale investment projects in Vietnam with high quality, modern technology, and eco-friendliness, representing China’s advanced development level.

At the same time, it is hoped that the two sides will soon implement the pilot intelligent border gate model, soon handle projects with difficulties, promote research and cooperation in the field of payment in local currencies, and strengthen cooperation in science and technology, innovation, green transition, digital transformation, and high-tech agriculture.

General Secretary and President Tho Lam also hoped that the two sides would strengthen cooperation in education, culture, and tourism, especially promoting tourism cooperation to recover to pre-COVID-19 levels, and well implement cooperation in disaster prevention, mitigation, relief, and emergency response.

Premier Li expressed his agreement and high appreciation for the important proposals of General Secretary and President Tho Lam, emphasizing the need for the two countries to adhere to a cooperative and mutually beneficial pattern.

General Secretary and President Tho Lam expressed his willingness to maintain high-level and all-level exchanges and promote the role of the Steering Committee for Vietnam-China Bilateral Cooperation in propelling the development of the two countries’ relations in the direction of the “Six Goods,” enhancing railway connectivity between Vietnam and Europe via China, and promoting the feasibility study of the Lao Cai-Hanoi-Haiphong railway and the planning of the Dong Dang-Hanoi, Mong Cai-Ha Long-Haiphong railways.

General Secretary and President Tho Lam proposed that China facilitate the increase of exports of high-quality aquatic and agricultural products, as well as seasonal fruits, from Vietnam to China.

Premier Li proposed that the two sides continue to strengthen neighborly friendship, promote people-to-people and youth exchanges, implement livelihood projects and cooperation in education and vocational training, and promote the role of the Vietnam-China Friendship Palace. He emphasized the importance of upholding true multilateralism and open regionalism and expressed China’s readiness to enhance cooperation in multilateral forums.

The two sides also exchanged views on international and regional issues of mutual concern, agreeing to properly manage and handle differences, maintain peace and stability in the sea, and consolidate a favorable environment for the development of each country.

General Secretary and President Tho Lam proposed that the two sides seriously implement the common perceptions of high-ranking leaders and the “Agreement on the Basic Principles Guiding the Settlement of Maritime Issues between Vietnam and China,” respect international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS), respect each other’s legitimate rights and interests, effectively implement maritime cooperation mechanisms, properly handle fishermen and fishing boat issues, and well control the situation at sea, maintaining the stable and positive development of bilateral relations and peace and stability in the region.
