The Ho Chi Minh City People’s Committee has submitted a document to the Prime Minister seeking guidance on financial obligations for land-related cases that arose after the Law on Land 2024 took effect on August 1, 2024, until the adjusted land price table is issued.
According to the Ho Chi Minh City authorities, there are challenges in addressing administrative procedures related to financial obligations during the transition period from August 1, 2024, to the time the adjusted land price table, as stipulated in Clause 1, Article 257 of the Law on Land 2024, is promulgated.

Ho Chi Minh City faces bottlenecks in resolving land-related financial obligations during the transition period.
Specifically, from August 1, applying the unadjusted land price table without multiplying it by the land price adjustment coefficient would not reflect the actual local land prices. Additionally, this land price table is constrained by the regulations on the land price framework, which has become outdated in recent years.
On the other hand, the Law on Land 2024 does not include provisions for applying the land price adjustment coefficient as before. Using the previous land price table without multiplying it by the adjustment coefficient would be inappropriate.
The Ho Chi Minh City People’s Committee recognizes the necessity of amending and adjusting the old land price table. They have instructed relevant departments, sectors, and units to coordinate and promptly implement the adjustment of the land price table.
Currently, the Ho Chi Minh City People’s Committee is working with the municipal People’s Council to organize a thematic discussion, dialogue, and direct consultation with delegates, as well as a social argumentation conference, as part of the process of constructing legal documents regarding the adjusted land price draft.
To prevent bottlenecks in resolving land-related financial obligations that arose from August 1 until the adjusted land price table is issued, the Ho Chi Minh City authorities have proposed that the Prime Minister direct the Ministry of Natural Resources and Environment and the Ministry of Finance to provide guidance and resolve the aforementioned challenges.
Previously, at the “Law on Land 2024: Rights and Obligations of People – Responsibilities of the Government” program held on August 18, Mr. Bui Xuan Cuong, Vice Chairman of the Ho Chi Minh City People’s Committee, stated that regarding the adjusted land price table, the city government plans to report to the municipal People’s Council early next week to receive feedback before submitting it to the Municipal Party Committee Standing Committee.
The adjusted land price table of Ho Chi Minh City must comply with the Law on Land 2024 and be practical for the locality.
The issue that arises is which land price table to apply for financial obligations after August 1. This challenge is not unique to Ho Chi Minh City but is also faced by other localities.
