On August 21st, the Standing Committee of the National Assembly held a questioning session, with Mr. Bui Van Cuong, Secretary-General of the National Assembly, opening the session with a comprehensive report. The report compiled opinions from various National Assembly agencies and the People’s Petition Committee regarding the implementation of resolutions on specialized supervision and questioning since the beginning of the 15th term of the National Assembly up to the end of 2023.

Regarding internal affairs, Mr. Cuong stated that the rearrangement of administrative units at the district and communal levels for the 2019–2021 period has been essentially completed. By the end of 2021, 45 provinces and cities had finished reorganizing the apparatus of party organizations at the district and communal levels for the 2020–2025 term.

Addressing the issue of redundant non-specialized staff at the communal level after the administrative unit rearrangement, Mr. Cuong assured that the matter has been resolved. Newly formed administrative units have also conducted reviews and recognized the application of special policies as stipulated.

However, he noted that there are still cases of redundant officers and civil servants who have not been arranged or had their regimes and policies resolved. Additionally, the rearrangement and disposal of redundant headquarters and public assets have not been very effective. The establishment, revision, and supplementation of dossiers and maps of administrative boundaries at all levels have also been slow.

Complex Developments in Corruption, Economic Crimes, and “Black Credit”

In terms of security and order, the Secretary-General emphasized the strengthened efforts in combating social order crimes. The fight against economic crimes, corruption, and smuggling has also been a focus, yielding significant results.

However, he acknowledged that corruption, economic crimes, “black credit,” usury, money laundering, debt collection, and commercial fraud remain complex issues. Regarding traffic safety, there have been complex developments, including some particularly serious traffic accidents. The risk of fire and explosion remains high, with some fires causing severe consequences.

In the field of inspection, Mr. Cuong highlighted positive changes in inspecting the responsibility of heads of administrative agencies at all levels in complying with the law on handling denunciations and complaints. The trial of cases and the issuance of decisions on the execution of criminal sentences, as well as the suspension, temporary discontinuance, and reduction of prison terms, have ensured accuracy and compliance with the law.

Timely and strict trials have been conducted for corruption and economic cases that have attracted public attention. However, he pointed out that the summing up and evaluation of the settlement of denunciations and complex, prolonged, and mass complaints have not been timely. The upgrading and completion of the national database on denunciations and complaints have also been slow.
