Minister of Planning and Investment, Nguyen Chi Dung, emphasized that one of the key focuses in amending the draft laws is to unblock bottlenecks and unleash resources for the economy.


Special Focus on Expediting the Completion of the Dossier

These days, the Ministry of Planning and Investment is giving special attention to expediting the completion of the dossier with the involvement of relevant agencies. The improvement of the dossier proposing amendments to the laws is being carried out urgently as per the requirements of the Government and the Prime Minister.

Previously, Prime Minister Pham Minh Chinh instructed ministries, sectors, and agencies to prioritize allocating time and resources for this task with the spirit of “working day and night” and assigning capable, dedicated, and responsible officers. Rewards and disciplines will be given accordingly.

The Ministry of Planning and Investment has established drafting committees, promptly reviewed, and identified groups of contents that need to be amended in the laws, especially issues with many urgent obstacles that need to be addressed to remove bottlenecks, promote growth, control inflation, and stabilize the macro-economy in the current context.

On August 20, immediately after his working trip to China, Minister of Planning and Investment, Nguyen Chi Dung, worked with the members of the drafting committee assigned to complete the dossier proposing the construction of two draft laws.

At the working session, the Minister informed that the Government and the Prime Minister had agreed and assigned the Ministry of Planning and Investment to take the lead in completing the dossier proposing amendments to the two laws. The proposal to amend the above laws has solid political, legal, and practical foundations, thereby implementing the resolutions of the Party, the conclusions of the Politburo, the directions of the key leaders, and the resolutions of the National Assembly and the Government.

This is significant, contributing to the implementation of the three strategic breakthroughs, the prevention of corruption and negativity, and the overcoming of the fear of mistakes and responsibility among a part of officials and party members. It also meets the aspirations of the people and businesses in reducing administrative procedures, preventing harassment, reducing compliance costs, and removing difficulties in mobilizing and using resources effectively for development.

Proactive Development Creation


At the meeting, Minister Nguyen Chi Dung emphasized that one of the key focuses in amending the draft laws is to help unblock bottlenecks and unleash resources for the economy.

“Currently, we are facing many blockages and bottlenecks, especially in institutions and social governance thinking, which have not kept up with development. Therefore, we must change to meet the requirements of development,” said the Minister.

In addition, the Minister said that it is necessary to proactively create development by changing the social governance thinking with appropriate tools and resources, ensuring both openness and management requirements.

“This time, we consider lawmaking as a real revolution, innovation, and reform in institutions. We need to change our thinking, vision, and management and governance methods. This is a necessity, and I need you to set aside your ego and put the interests of the country first. How can we develop the country, release, mobilize, and use resources effectively? Let’s seize every opportunity, no matter how small, for the country’s development,” the Minister shared with the drafting committee members.

According to the Minister, it is essential to be professional and proactive in deciding the country’s future, and this thinking must be reflected in the law. He emphasized the need to change the mindset of using development to maintain stability, rather than stability for development.

The Minister acknowledged and praised the efforts, responsibilities, and preparation of the members of the Drafting Committee. He hoped that the members would concentrate their dedication and energy on completing the assessment dossier to ensure quality and progress as assigned by the Government and the Prime Minister.

The Ministry of Planning and Investment is urgently absorbing opinions, editing, and completing the dossier proposing the construction of the draft laws, especially the content of the policies. It is also coordinating closely with the agencies of the National Assembly, organizing consultations with relevant agencies, organizations, and individuals, experts, and scientists. The Ministry will submit the dossier to the Government for consideration and then to the National Assembly for discussion and approval at the 8th session (October 2024), ensuring progress and quality and meeting practical requirements and the people’s aspirations.
