According to a report by the Vinh Phuc Province Department of Construction, as of the end of 2023, there were 13 social housing projects in the province, covering an area of 65.4 hectares and consisting of 10,143 units; including 732 low-rise houses and 9,411 apartments.

However, only 6 out of the 13 social housing projects have been constructed and put into use so far, providing 2,082 units. These include the Khai Quang Industrial Park’s housing project for workers and low-income earners, the Vinaconex Xuan Mai low-income housing project, the Honda Vietnam housing project, the Lien Bao Ward social housing project, the Phuc Thang Ward low-income housing project, and the An Phu mixed-use and low-income housing project.

Regarding the plan to build at least 1 million social housing units for low-income earners and industrial park workers according to Decision No. 338 by the Prime Minister, Vinh Phuc province is tasked with completing 8,800 units in the period of 2022-2025 and 19,500 units in the period of 2026-2030. The Department of Construction considers these targets very challenging due to the heavy reliance on enterprise investment for social housing and the current legal framework, which presents numerous obstacles, especially regarding incentives for investors.

There are currently 8 independent social housing projects in the province, utilizing over 65.1 hectares of land and providing approximately 9,500 units, along with 16 projects that include a portion for social housing, offering around 15,373 units. These projects largely encounter difficulties and bottlenecks in investment procedures, compensation, and site clearance.

During a working session with the Department of Construction, Mr. Tran Duy Dong, Chairman of the Vinh Phuc Provincial People’s Committee, emphasized the province’s commitment to investing in social housing to support workers, low-income earners, and those seeking to “live and work in peace.” In light of the challenges in meeting social housing construction targets, Mr. Dong instructed the Department of Construction to continue taking the lead in reviewing and addressing obstacles for social housing projects. He set the goal of commencing construction on at least two social housing projects in 2024.

Additionally, the department was tasked with promptly proposing mechanisms, policies, and solutions to the Provincial People’s Committee to overcome difficulties and attract investors in this field, as well as suggesting adjustments to Plan No. 238 regarding the implementation of the project to build at least 1 million social housing units for low-income earners and industrial park workers.

The Departments of Planning and Investment, Finance, and Natural Resources and Environment are to collaborate in reviewing investment projects and guiding investors to implement their projects in accordance with regulations.

Mr. Tran Duy Dong directed the relevant departments, sectors, and localities to focus on reviewing and addressing difficulties and bottlenecks for each group of social housing projects, especially those that can be initiated in 2024.
