In his conclusion, the Prime Minister emphasized the need to closely follow the guidelines approved by the Central Committee, the 10-year Socio-Economic Development Strategy (2021-2030), and the Party’s documents issued during this term.

Particularly, it is essential to maintain consistency with the Political Report regarding fundamental thoughts, perspectives, and focal points. The report should also adhere to the directions provided by the late General Secretary Nguyễn Phú Trọng and the instructions given by General Secretary and President Tô Lâm during the Standing Committee meeting of the Subcommittee on Documents on August 14th.

It is important to note that the report should offer a comprehensive, objective, frank, open-minded, innovative, and breakthrough perspective. It should propose accurate, feasible solutions backed by sufficient resources and aligned with the country’s overall development. The report should also be in tune with the trends and currents of the times, combining national strength with the power of the era.

The Prime Minister advised that it is crucial to assess how these achievements have contributed to the nation’s historic triumphs over the past four decades of renewal. Thanks to these efforts, Vietnam has attained unprecedented stature, potential, and international standing.

Additionally, we must candidly acknowledge existing shortcomings and limitations. A clear analysis of the objective and subjective factors influencing both the accomplishments and the drawbacks is essential, as it will provide valuable lessons for the future.

Based on this analysis, the report should strive to provide accurate forecasts to prevent strategic passivity or surprises.

What matters most is consistently demonstrating fortitude and adhering to principles while also exhibiting flexibility and creativity in leadership, guidance, management, and task implementation, including solutions.

The Prime Minister underscored the development perspective, emphasizing breakthroughs for stability and utilizing stability as a foundation for progress. He advocated for propelling the renewal process forward and achieving even more significant breakthroughs in institutional perfection, strategic infrastructure development, and human resource training, aiming for “open institutions, seamless infrastructure, and intelligent governance.”

Revitalizing Growth Drivers

The Prime Minister particularly emphasized the necessity of institutional perfection to mobilize all resources for national development, especially those from the private sector. He suggested that public resources should act as a catalyst and activator for all social resources, encompassing domestic and foreign investments, as well as the potential within the people and businesses.

Simultaneously, it is vital to exploit natural conditions and resources (land, minerals, airspace, seas, etc.) sustainably, safeguarding the environment and striving for harmonious and sustainable development. Promoting innovation, science, and technology is also key.

The Prime Minister highlighted that economic development is the central task, and it involves reinvigorating traditional growth drivers and vigorously promoting new ones. Cultural development serves as the spiritual foundation, and it is crucial to vigorously develop the cultural industry and implement a comprehensive, inclusive, and progressive social welfare policy. This ensures fairness and social progress, leaving no one behind.

Guaranteeing national defense and security and promoting foreign affairs are vital and ongoing tasks. Upholding independence, sovereignty, and territorial integrity is essential, along with pursuing an independent, self-reliant, diverse, and multilateral foreign policy. Vietnam aims to be a trustworthy friend and partner and a responsible member of the international community.
