The Ministry of Natural Resources and Environment has recently issued Document 5323/BTNMT-QHPTTNĐ on the implementation of the provisions of the Land Law 2024 and its guiding documents.
According to the document, the Land Law No. 31/2024/QH15 and its guiding legal documents took effect on August 1, 2024, introducing several innovations compared to the 2013 Land Law No. 45/2013/QH13.

The Ministry of Natural Resources and Environment requests the review of tasks, dossiers, administrative procedures, and cases related to land allocation, land leasing, land-use purpose conversion, and land valuation received, implemented, and processed before August 1, 2024.
To timely and effectively implement the Land Law 2024, ensuring the legitimate rights and interests of land users, citizens, and enterprises, the Ministry of Natural Resources and Environment requests the People’s Committees of provinces and centrally-run cities to urgently focus on the following contents:
Review tasks, dossiers, administrative procedures, and cases related to land received, implemented, and processed before August 1, 2024, in accordance with the transitional provisions of the Land Law 2024 and its guiding documents. This includes issues related to land use planning and plans; land revocation; compensation, support, and resettlement in cases of state land revocation; land allocation, land leasing, and land-use purpose conversion; and land valuation.
Appraise the need for land use and the conditions for land allocation, land leasing, and land-use purpose conversion in investment projects with land use, as well as administrative procedures related to land, land registration, rights and obligations of land users, and land-use regimes.
For tasks, dossiers, administrative procedures, and cases that have been received, implemented, or guided in writing by the Ministry and its units before August 1, 2024, according to the 2013 Land Law, but have not completed the processing procedures and are not covered by the transitional provisions of the 2024 Land Law and its guiding documents, a review must be conducted to ensure compliance with the 2024 Land Law and its guiding documents.
