The Government Office has just announced the Conclusion of Deputy Prime Minister Tran Hong Ha at the online conference with localities on the issuance of supplements and updates to the plan to implement the Master Plan for National Power Development for the 2021-2030 period, with a vision to 2050 (Power Development Plan VIII)

The conclusion included the Deputy Prime Minister’s instructions regarding several projects related to inspection and investigation conclusions, which have not been properly coordinated by local authorities and the Ministry of Industry and Trade for handling.

The Deputy Prime Minister instructed the Ministry of Public Security to carefully scrutinize the list of 154 solar power projects provided by the Government Inspectorate, along with analysis, evaluation, and classification of projects based on violation criteria.

For projects that do not involve criminal law violations or for those with rectifiable infractions, the Ministry of Public Security is tasked with proposing solutions to prevent waste of state, business, and people’s assets. A report on these projects is to be submitted to the Prime Minister before August 30, 2024.

Additionally, the Deputy Prime Minister assigned the Ministry of Industry and Trade to collaborate with the Ministry of Public Security to thoroughly review the 154 solar power projects, categorizing them based on legal obstacles and potential to rectify violations according to inspection, examination, and investigation conclusions, in alignment with the nine criteria.

Furthermore, the Deputy Prime Minister urged the provinces of Dak Lak, Ninh Thuan, and Ba Ria-Vung Tau to promptly review and supplement relevant information and documents for seven wind power projects, addressing violations pointed out by the Government Inspectorate, and ensuring compliance with the nine criteria set by the Ministry of Industry and Trade.

Regarding wind and hydropower projects, the Ministry of Industry and Trade is to cooperate with the Government Inspectorate for a meticulous review.

In cases where projects are only mentioned in the conclusion as being delayed due to objective factors, such as slow compensation processes, or if they have already rectified the violations and sent relevant documents to the Ministry of Industry and Trade, the Ministry should compile a report for the Prime Minister’s consideration, in accordance with legal regulations. This ensures the prevention of resource waste and accommodates the development needs of the localities.

The Ministry of Industry and Trade is also responsible for coordinating with localities to review solar, wind, and biomass power projects with energy storage systems, waste-to-energy, and other alternative energy sources. They will propose supplements and make appropriate adjustments to projects that meet the criteria and match the allocated capacity for each region, ensuring feasibility.

Previously, the Inspection Conclusion on the management of investment in construction of power projects under the Power Development Plan VII and VII Adjustment, issued by the Government Inspectorate on December 25, 2023, clearly stated that the addition of 154 solar power projects with a total capacity of 13,837 MW to the Power Development Plan VII by the Ministry of Industry and Trade was “without legal basis or grounds.”

As a result, the Government Inspectorate transferred the case to the investigative agency to clarify the presence of elements of criminal offense in the lack of responsibility, which led to serious consequences.
