The Vietnamese government has recently approved a master plan for urban and rural development for the period of 2021–2030, with a vision towards 2050. According to Decision No. 891/QD-TTg issued by the Prime Minister, there will be five centrally-governed municipalities: Hanoi, Ho Chi Minh City (expected to become a special municipality by 2030), Hai Phong, Can Tho, and Da Nang (anticipated to be a first-tier city by 2030).

Additionally, eight provinces are oriented to become centrally-governed cities, including Thua Thien Hue, Khanh Hoa, Bac Ninh, Ba Ria-Vung Tau, Quang Ninh, Ninh Binh, Hai Duong, and Binh Duong (envisioned to be a first-tier city by 2030). By 2030, Vietnam is projected to have 13 centrally-governed cities.

Thua Thien Hue is set to become a centrally-governed city by 2025, with nine administrative units at the district level.

Among the aforementioned eight provinces, Thua Thien Hue will be the first to attain the status of a centrally-governed city by 2025. According to the Thua Thien Hue Newspaper, the future centrally-governed city of Thua Thien Hue is expected to comprise nine district-level administrative units: Phu Xuan and Thuan Hoa districts (established from the current Hue City), as well as the towns of Huong Tra, Huong Thuy, and Phong Dien (which already meets the criteria for town status). Additionally, there will be the districts of Quang Dien, Phu Vang, Phu Loc (resulting from the merger of Phu Loc and Nam Dong), and A Luoi.

Looking ahead to 2045, the model for the centrally-governed city of Thua Thien Hue envisions retaining the nine administrative units, but with four districts: Phu Xuan, Thuan Hoa, Huong Thuy, and Huong Tra. There will also be two cities: Phong Dien (elevated from the current town status) and Chan May (encompassing the Chan May-Lang Co Economic Zone and extending to Phu Loc town). Furthermore, there will be two towns: Quang Dien and Phu Vang, along with A Luoi district.

Thua Thien Hue, as a centrally-governed city, is destined to emerge as a prominent urban center at the national, regional, and international levels. It will be a significant economic, cultural, scientific, technological, medical, and educational hub in Vietnam and Southeast Asia. This transformation will be underpinned by the preservation and promotion of the heritage and cultural values of the former imperial capital of Hue, with its unique cultural, historical, ecological, and environmental attributes, in alignment with Resolution 54 of the Politburo.

Thua Thien Hue’s Economy Grows by 6.01% in the First Half of 2024

According to the People’s Committee of Thua Thien Hue Province, several key indicators and indices have shown positive growth, with each month and quarter outperforming the previous one, contributing to the improved overall performance in the first half of 2024.

In the first six months of 2024, the provincial Gross Regional Domestic Product (GRDP) is estimated to reach VND 19,599.3 billion, marking a 6.01% increase compared to the same period last year. This places Thua Thien Hue 10th among the 14 provinces and cities in the North Central and Central Coastal regions, and 36th among all 63 provinces and cities nationwide. The scale of the economy (in current prices) reached VND 37,935.5 billion.

In the first half of 2024, Thua Thien Hue’s GRDP reached an estimated VND 19,599.3 billion, reflecting a 6.01% increase compared to the same period in the previous year.

The service sector exhibited robust growth, expanding by 6.95% and accounting for 50.1% of the economic structure. The industry and construction sector grew by 5.22%, contributing 30.1% to the GRDP, while the agriculture, forestry, and fisheries sector witnessed a 2.99% increase, making up 11.2% of the GRDP. Taxes on products, net of subsidies, rose by 7.53%, constituting 8.6% of the economy.

State budget revenue in the province for the first six months is estimated to reach VND 6,001.6 billion, representing a notable 21.2% increase compared to the same period last year.

In terms of tourism, Thua Thien Hue welcomed over 1,950,200 visitors in the first six months of 2024, reflecting a remarkable 24.7% increase compared to the same period last year. International visitor arrivals reached 821,300, a significant rise of 42.6%. Tourism revenue is estimated at VND 4,000 billion, a 10.9% increase compared to the same period last year, and meeting 50% of the annual plan.

From the beginning of the year until June 17, the province granted investment registration certificates to 21 projects with a total registered capital of VND 5,776.8 billion, more than doubling the number of projects and achieving a 55.8% increase in capital compared to the same period last year (including eight FDI projects with a total investment of USD 33.2 million). Additionally, three projects were granted investment policy decisions, and investors are being sought for projects with a total investment of VND 1,881 billion.
