The Vietnamese government has ambitious plans to transform the forestry sector into a robust economic and technical industry. The goal is to establish, manage, protect, and sustainably develop and utilize forest and forestry land resources.
Target: Achieve $25 Billion in Timber and Forest Product Exports by 2030
To achieve this, Vietnam aims to maintain a stable national forest cover ratio of 42-43%, with a focus on improving forest quality, especially that of existing natural forests.
The average annual growth rate for forestry production value is targeted to reach 5.0-5.5%. Timber and forest product exports are expected to reach $20 billion by 2025 and $25 billion by 2030. Domestic consumption of these products is projected to reach $5 billion (in equivalent value) by 2025 and $6 billion by 2030.

By 2025, the government aims to increase the income from production forests per unit area by 1.5 times, and by 2030, it targets a twofold increase compared to 2020.
By 2030, 100% of the forest area owned by organizational forest owners is expected to be managed sustainably to enhance the conservation of natural resources and biodiversity, ensuring the protective function of forests, and minimizing violations of forestry laws.
Looking further ahead to 2050, the vision is to develop the forestry sector into a full-fledged economic and technical industry, harnessing the potential and advantages of tropical forest resources. This includes the use of modern and environmentally friendly technologies to create high-value-added products and services, actively participating in global value chains, and contributing to the country’s sustainable development.
The National Forestry Planning Orientation towards 2030 emphasizes the development of forests. It calls for intensified scientific research and the creation of new, high-yielding and high-quality tree breeds, as well as the development of fast-growing native tree breeds. The plan aims to ensure the supply of an average of 575 million trees per year.
During the period of 2021-2025, the plan is to plant 1,178,400 hectares, with an average of 235,700 hectares per year (including new planting of 178,400 hectares, with an average of 35,700 hectares per year). For the period of 2026-2030, the target is to plant 1,288,800 hectares, with an average of 257,800 hectares per year (including new planting of 88,800 hectares, with an average of 17,800 hectares per year). The area of large-scale timber plantations is expected to reach 1 million hectares by 2030.
Establishing an International Timber Trading Center
By 2025, the area of forest with sustainable forest management certification is expected to reach approximately 500,000 hectares, increasing to around 1 million hectares by 2030.
In terms of timber and forest product processing and trade, the plan emphasizes the priority use of modern, automated, and specialized equipment. It encourages the development of technologies that produce high-quality, high-value-added products. There is also a focus on developing high-quality human resources by updating training programs and aligning them with practical, enterprise-oriented needs. The government plans to prioritize the budget for investing in and upgrading the infrastructure of training institutions.
The development of timber trading centers in high-tech forestry areas is a priority, along with the establishment of an international timber trading center. Additionally, there are plans to create programs and strategies for trade promotion and market development.
The estimated capital requirement for implementing this plan is VND 217,305 billion. For the period of 2021-2025, the estimated requirement is VND 106,960 billion (with the state budget contributing approximately VND 27,517 billion, or 26%, and other legal capital sources contributing VND 79,443 billion, or 74%).
