Dak Lak expects to rise with the “Year of the Dragon”

The Provincial Development Plan of Dak Lak for the period 2021-2030, with a vision until 2050, has just been approved by the Prime Minister in Decision No. 1747/2023. This plan will serve as an important legal framework for the province to formulate economic and social development policies, attract investments, and realize the aspiration of placing Dak Lak's economy among the top 25 provinces in the country by 2050.

On December 30, 2023, the Prime Minister approved the general plan for Dak Lak province for the period 2021-2030, with a vision to 2050. According to the plan, by 2030, Dak Lak province will become a unique and attractive tourist destination for domestic and international visitors. Buon Ma Thuot city will be a developed center of the Central Highlands region, integrating and connecting with the region and the international community. The plan also aims to promote the progressive restructuring of the economy and increase sustainability in development. Specifically, the target annual average growth rate for the period 2021-2030 is 11%, and the per capita GRDP is expected to exceed 130 million VND by 2030. These targets have been determined to be appropriate based on consultations with experts, scientists, government officials, and people from different ethnic groups in the province.

Mr. Vo Ngoc Tuyen, Director of the Department of Planning and Investment of Dak Lak province, said: “The Dak Lak provincial plan reflects the collective intelligence and sense of responsibility of the political system and people in the province. Secondly, it can be said that this plan has been meticulously and closely organized, adhering to the directions of the country, and incorporating selectively chosen international and national experiences, applied appropriately to the local situation, in order to effectively exploit the potential advantages and anticipate difficulties and challenges in the future. From there, tasks and solutions have been formulated to overcome the obstacles and implement the plan effectively.”

Looking towards 2050, Dak Lak province aims to become a province with a unique ecological space, cultural identity, and creative connectivity, making it a favorite and livable destination. It aspires to be among the top 25 prosperous provinces in the country. Buon Ma Thuot city will be known as the “Coffee Capital of the World” and serve as the urban center, cultural hub, biodiversity conservation area of the Central Highlands, and a research center for international agriculture science and technology.

Mr. Vu Van Hung, Chairman of the People’s Committee of Buon Ma Thuot city, Dak Lak province, said: “Based on the provincial plan, Buon Ma Thuot city will expedite the adjustment of the city’s master plan according to the Prime Minister’s approval. At the same time, it will implement the Prime Minister’s Resolution 07 regarding the application of special mechanisms for Buon Ma Thuot city in certain important projects and works, which have been reported to the provincial People’s Committee for submission to the provincial Party Committee’s Standing Committee. This will be followed by further steps. Secondly, based on the general plan, the city will create an investment list to be reported to the province for inclusion in the city’s investment list. It will strengthen land and construction management to effectively manage the approved contents in the master plan. Based on this, it will create favorable conditions for investors and organizations to implement future plans.”

According to Mr. Nguyen Tuan Ha, Deputy Permanent Chairman of the People’s Committee of Dak Lak province, the long-term objectives and vision in the provincial plan provide a solid political and legal foundation for opening up new opportunities and prospects for breakthrough, rapid, and sustainable development. To be ready for these opportunities, the province has identified four key tasks: restructuring agricultural and industrial production sectors, developing urban networks, utilizing natural resources rationally, enhancing inter-regional and inter-provincial connectivity. The province also aims to achieve five breakthroughs: administrative reform and investment environment, connectivity of transportation systems, development and application of science, technology, innovation, comprehensive breakthroughs in education, training, and healthcare development, and the construction of synchronized and modern infrastructure.

“The approval of the Dak Lak provincial plan by the Prime Minister opens up new development opportunities and defines new values for the province. With reasonable and effective management of land and natural resources – including land, minerals, forests, and water resources – for sustainable development and green, climate-change-adaptive growth, seizing domestic and international opportunities, especially the fourth industrial revolution in order to keep pace with the digital transformation trend, Dak Lak province aims to develop rapidly, sustainably, integrate, and attain a new position,” said Mr. Nguyen Tuan Ha.

By 2050, Dak Lak province aims to be among the top 25 prosperous provinces nationwide

The Central Highlands region holds a strategically important position in politics, economy, culture, and national defense and security in Vietnam. Dak Lak is considered the center of the Central Highlands region. During the recent announcement of the approved plan for Dak Lak province, Deputy Prime Minister Tran Hong Ha once again affirmed that Dak Lak has a special and important position, rich potential, and diverse cultural identity. The provincial plan is a concrete step towards realizing the major direction set by the Politburo in Resolution No. 23 on the socioeconomic development and ensuring national defense and security of the Central Highlands region until 2030, with a vision to 2045.

Deputy Prime Minister Tran Hong Ha suggested: “The first task of the planning mission is to work with other localities in the Central Highlands to review the regional plan. This is crucial because it will reveal the role of Dak Lak in the interconnection of regions. By recognizing the central position of Dak Lak in relation to sub-regions in the Central Highlands, as well as larger regions such as the Central Coastal region, the Southeast region, or international regions like Cambodia and other Southeast Asian countries, along with the development of regional and sub-regional infrastructures, I believe that the Central Highlands will quickly emerge as a prominent region.”

It can be said that the identification, understanding, and utilization of these potentials and advantages, in conjunction with the overall plan of the province, the Party, the government, and the people of ethnic groups in Dak Lak, will continue to unleash internal strength, exploit external force, and propel the province’s socioeconomic development towards rapid, strong, and sustainable growth on this new journey.
