
This project is part of the North-South Expressway and was inaugurated on January 1, 2023. The investor is Project Management Unit 2 (Ministry of Transport), with a total investment of up to VND 20,000 billion, including nearly VND 14,500 billion for construction. This is the largest investment project among the 12 component projects of the North-South Expressway Eastern Phase 2021-2025.

The Quang Ngai-Hoai Nhon Expressway is 88 km long and passes through Quang Ngai (60.3 km) and Binh Dinh (27.7 km) provinces. In phase 1, the expressway has four lanes and a speed limit of 80 km/h. The Deo Ca Group-led joint venture is the contractor, and the project is expected to be completed and operational by Q2 2026.

The entire Quang Ngai-Hoai Nhon route has a total of three mountain tunnels: Tunnel 1 is 610m long, Tunnel 2 is 698m long, and Tunnel 3 is 3,200m long. There are also 77 bridges, 586 culverts, and 81 pedestrian tunnels, the largest of which is the bridge over the Ve River connecting Mo Duc and Tu Nghia districts (610m long, the longest bridge on the route).

Tunnel 3 is the longest mountain tunnel on the North-South Expressway, connecting Quang Ngai and Binh Dinh provinces. Due to the complex geology, the contractor is very careful in construction to ensure quality and safety. It is expected to complete Tunnel 3 after 42 months of construction, but the Deo Ca Group is trying to open this special road tunnel ahead of schedule.

The Quang Ngai-Hoai Nhon Expressway project is divided into three packages: Package XL1 (Km0 – Km 30); Package XL2 (Km30 – Km57+200); and Package XL3 (Km57+200 – Km88). All three packages are organized with three shifts, and the tunnel items are continuously constructed 24 hours a day, with engineers and workers taking turns working continuously without a break.

Specifically, to ensure the progress of the project, contractors are deploying more than 40 construction sites with nearly 1,600 machines and equipment, 4,000 personnel, including more than 500 engineers and more than 3,000 workers and drivers simultaneously along the entire route.

The project has a large land area. In Quang Ngai province alone, the total area recovered is about 494 hectares. A total of 5,743 households were affected, of which 723 households had to be relocated; 5,000 graves needed to be relocated.

However, with the strong participation of local authorities and the cooperation of the people, Quang Ngai and Binh Dinh provinces have handed over 100% of the clean land to the project as planned.

Once completed, the Quang Ngai-Hoai Nhon Expressway will connect with the remaining component projects of the nearly 3,000km-long North-South Expressway from Lang Son to Ca Mau. The expressway will create a modern transportation system, reducing travel time and enhancing safety for participants.

In addition, building the expressway is also one of the solutions to exploit and maximize the economic and tourism potential of Quang Ngai and Binh Dinh provinces. This is considered one of the most important expressways in Vietnam’s transportation system, connecting regions.

On the morning of February 17th, Deputy Prime Minister Tran Hong Ha and his delegation conducted an inspection of the construction progress of the Diễn Châu-Bãi Vọt expressway section, part of the Bac-Nam Eastward highway project phase 2017-2020, and the 500 kV Quảng Trạch-Quỳnh Lưu power line, part of the 500 kV circuit 3 Quảng Trạch-Phố Nối power line project.
