The Spine Road Expansion: A $2 Billion Project to Reduce Travel Time from Ho Chi Minh City to Vung Tau to Just 70 Minutes

Vũng Tàu’s main road plays a crucial role as it connects Road 2/9, the city’s backbone and central development area, to the road linking the Bien Hoa – Vung Tau Expressway. Once the expressway is completed, vehicle density is expected to increase. However, the road currently only has two lanes for motorized vehicles.

Therefore, widening this road is essential. In March this year, the People’s Council of Ba Ria Vung Tau province approved a resolution to endorse the investment policy for the Vung Tau main road project. This project involves extending the Bien Hoa – Vung Tau Expressway to the city’s gateway, with a length of 2.87 km.

The project to widen the Vung Tau main road has a total investment of up to VND 2,000 billion (nearly VND 700 billion/km). Of this, compensation and site clearance costs are nearly VND 1,120 billion. The project is expected to be implemented during the 2024 – 2028 period.

Along with the expressway connector and the under-construction Bien Hoa – Vung Tau Expressway, the completion of this project will create a seamless route, reducing travel time by car from Ho Chi Minh City to Vung Tau from 120 minutes to 70 minutes. The road design features a width of 29.5 meters. The Vung Tau main road expansion project divides the road into two parts: the main road and the parallel road. The main road is constructed to meet the high traffic demand of the entire urban area, with a designed speed of 80km/h.

The parallel road is designed to serve internal connections or local traffic with a designed speed of 60km/h.

At the intersection of National Highways 51B and 51C (near the Cua Lap roundabout), a four-lane overpass will be constructed. Additionally, the Vung Tau main road expansion project will involve the construction of synchronized facilities, including road foundations and surfaces, traffic junctions, traffic safety features, sidewalks, dividers, water supply and drainage systems, technical trenches, lighting, and greenery. The total land area expected to be recovered for the project implementation is approximately 21.17 hectares. Around 400 households will be affected. Mr. Do Duc Khanh, Chairman of Ward 12 People’s Committee, stated that in August, the city and the ward would conduct a survey and inventory of land use status to serve as a basis for compensation, support, and resettlement for affected residents.

In addition to economic benefits, the project to widen the Vung Tau main road also brings about social advantages. The expansion helps alleviate traffic congestion and reduces the stress and travel time for residents. Furthermore, the road widening, coupled with the expected increase in vehicle density once the Bien Hoa – Vung Tau Expressway is completed, will undoubtedly impact surrounding real estate prices.

In addition to this project, the province of Ba Ria – Vung Tau is also expediting the implementation of other key projects, such as the Bien Hoa – Vung Tau Expressway, the Phuoc An Bridge project, and the upgrade and expansion of the Hoi Bai – Phuoc Tan road. According to the Department of Transport of Ba Ria – Vung Tau province, by 2025, the province’s transport network will be largely complete, meeting the rapidly growing local development needs. The key to success lies in leveraging the advantages of the province’s seaport system and enhancing connectivity with Ho Chi Minh City, Dong Nai, and other neighboring areas.
