“No Nonsense: The Chairman of Hoa Vang District Takes Charge, ‘If the Commune Doesn’t Act, I Will Step In'”

On August 27th, Mr. Ho Ky Minh, Vice Chairman of Da Nang People’s Committee, worked with Hoa Vang District People’s Committee, the investor, and contractors of the Hoa Lien – Tuy Loan Expressway project.

Vice Chairman of Da Nang People’s Committee, Ho Ky Minh, urged the progress of site clearance for the Hoa Lien – Tuy Loan Expressway project.

At the meeting, representatives of Truong Son Construction Corporation (the contractor) stated that the expressway project through Hoa Lien Commune (Hoa Vang District) is still obstructed by residential houses, affecting the construction of bridges on the route.

In Hoa Son Commune, the contractor proposed that the first step is to clear the land to expand the DT 602 overpass on the route.

A representative of Company 17 (the contractor) shared that their construction section through Hoa Lien, Hoa Son, and Hoa Nhon communes is still hindered by land clearance issues. When they brought in equipment and machinery, local residents obstructed their work. This contractor requested that the authorities provide support during construction.

According to Mr. Phan Van Ton, Chairman of Hoa Vang District People’s Committee, there are still 70 cases along the main route where land has not been handed over. The local government aims to hand over about 36 cases before August 31st. The remaining 34 cases that require compulsory clearance are located in all three communes: Hoa Lien, Hoa Son, and Hoa Nhon.

Hoa Vang District is determined to hand over all necessary land for the expressway project.

Mr. Ton requested that the investor and contractors promptly commence construction in areas where land has already been handed over. He assured, “There is currently a task force to handle any issues that arise. The district has handed over these areas to the investor, and if there are any obstacles during construction, the three communes will take care of them. If the communes fail to do so, I will personally get involved.”

The Chairman of Hoa Vang District People’s Committee committed to providing a clear site by September 10th in the locations requested by the investor for land handover.

Concluding the meeting, Mr. Ho Ky Minh, Vice Chairman of Da Nang People’s Committee, requested that the investor and contractors deploy their forces synchronously, with local support wherever needed. He also instructed the authorities to focus their efforts on compensation and clearance for the expressway project.

The Hoa Lien – Tuy Loan Expressway section is 11.5km long and passes through Hoa Lien, Hoa Son, and Hoa Nhon communes in Hoa Vang District, Da Nang City.

In the phased implementation, the project is invested with a scale of four completed lanes, a road width of 22m, a surface width of 14m, and a designed speed of 80km/h.

In the completed stage, the project will have a scale of six lanes, with a road width of 29m. The total investment is over VND 2,100 billion.

The project is invested by the Ho Chi Minh Road Project Management Board. The contractors are Truong Son Construction Corporation, Transport Construction Corporation No. 5, and Company 17.
