An Giang Police Investigation Agency detains and arrests Nguyen Thi Kim Phuong

On August 29, 2024, the Police Investigation Agency of An Giang Province announced that they had executed the decisions and temporary detention orders against Nguyen Thi Kim Phuong (born 1993, residing in Phu Hoa town, Thoai Son district) for “Appropriating property by fraud”. They also carried out a search warrant at Phuong’s residence.

Phuong is a former employee of the Vietnam Maritime Commercial Joint Stock Bank (MSB) An Giang branch.

According to the initial investigation results, before the Lunar New Year in 2022, Mr. N.Q.T. (born 1991, from Long Xuyen city, An Giang province) got acquainted with Phuong and entrusted her with land documents to apply for a loan of 1 billion VND and 270 million VND.

In March 2022, Phuong asked Mr. T to come to the bank to sign the loan documents. She guided Mr. T and his wife to install an app and set up a PIN code for him. After they finished signing the papers, the bank disbursed a loan of 1 billion VND into their transaction account and 270 million VND into Mr. T’s overdraft account.

Taking advantage of Mr. T’s lack of familiarity with electronic transactions, Phuong accessed his app on her phone, logged into his account, and asked him to send her the OTP code.

Subsequently, Phuong logged into Mr. T’s account, changed the password, and used the Soft Token code he provided to transfer money to herself and other borrowers.

Later, Phuong lied about the bank not disbursing the loan to appropriate Mr. T’s money.

After realizing he had been deceived, Mr. T reported the incident to the Police Investigation Agency of An Giang Province.

The Police Investigation Agency of An Giang Province requests that anyone who has been a victim of Nguyen Thi Kim Phuong contact the Office of the Police Investigation Agency, An Giang Provincial Police (address: No. 06, Ton Duc Thang Street, My Binh Ward, Long Xuyen City, An Giang Province) or the nearest police authority to resolve the matter in accordance with the law.
