The Central Inspection Committee Disciplines Officials in Relation to the Thuân An Corporation Scandal

On August 28 and 29, the 46th meeting of the Central Inspection Commission was held in Hanoi, chaired by Mr. Tran Cam Tu, Politburo member, Central Party Secretary, and Head of the Central Inspection Commission.

Multiple officials disciplined in Bac Giang in relation to the Thu An Group case

According to the communiqué, at this session, the Central Inspection Commission (CIC) of the Party considered the results of the inspection when there were signs of violations and the results of the review, proposing disciplinary measures for the Executive Committee of the Provincial Party Committee of Bac Giang.

The CIC detected that the Executive Committee of the Provincial Party Committee of Bac Giang violated the principles of democratic centralism and working regulations. They lacked responsibility and loosened leadership and direction and failed to inspect and monitor the Party Delegation of the Provincial People’s Council and the Party Civil Affairs Committee of the Provincial People’s Committee. As a result, many organizations and individuals violated Party regulations and State laws in several investment projects implemented by Thu An Group in the province. Many officials and party members, including key officials of the province, have degenerated in political thought, morality, and lifestyle, violating the Law on Corruption Prevention and the regulations on things that party members must not do, and failing to set an example.

The above violations have caused serious consequences and risked causing significant losses of money and assets of the State, causing negative public opinion and reducing the prestige of the Party and local government organizations, which requires disciplinary action.

According to the CIC, the responsibility for the above violations and shortcomings belongs to Mr. Duong Van Thai – former member of the Party Central Committee, Secretary of the Provincial Party Committee, Secretary of the Party Delegation, and Chairman of the Provincial People’s Council (already expelled from the Party).

The following officials were disciplined:

Le Anh Duong

– Deputy Secretary of the Provincial Party Committee, Secretary of the Party Civil Affairs Committee, and Chairman of the Provincial People’s Committee;

Le Thi Thu Hong

, Permanent Deputy Secretary of the Provincial Party Committee, Secretary of the Party Delegation, and Chairwoman of the Provincial People’s Council;

Le O Pich

, member of the Standing Committee of the Provincial Party Committee, member of the Party Civil Affairs Committee, and Vice Chairman of the Provincial People’s Committee;

Lai Thanh Son

– former member of the Standing Committee of the Provincial Party Committee, Permanent Deputy Secretary of the Party Civil Affairs Committee, and Permanent Vice Chairman of the Provincial People’s Committee;

Trinh Huu Thang

– former Provincial Party Committee member and Director of the Department of Planning and Investment;

Bui The Son

– former Provincial Party Committee member, Secretary of the Party Committee, and Director of the Department of Transport;


Tran Xuan Dong

– Party Committee member, Vice Director of the Department of Transport, former Secretary of the Party Cell, and former Director of the Project Management Board for Transport Construction Works of the province;

Hoang Van Thanh

– Deputy Secretary of the District Party Committee and Chairman of the People’s Committee of Yen Dung district, former Secretary of the Party Committee and Director of the Project Management Board for Transport and Agricultural Construction Works of the province;

Nguỵ Kim Phuong

– former member of the Party Delegation, Head of the Economic and Budget Board of the Provincial People’s Council, and some other Party organizations and members.

Considering the content, nature, level, and consequences of the violations, and based on the Party regulations, the CIC decided to discipline with a warning to the Party Civil Affairs Committee of the Provincial People’s Committee of Bac Giang for the 2021-2026 term and the following officials:

Le Anh Duong, Le Thi Thu Hong, Le O Pich, Hoang Van Thanh

The CIC decided to discipline with a reprimand to the Party Civil Affairs Committee of the Provincial People’s Committee for the 2016-2021 term, the Party Delegation of the Provincial People’s Council of Bac Giang for the 2021-2026 term, and the following officials:

Lai Thanh Son, Trinh Huu Thang, Bui The Son, Tran Xuan Dong, Nguỵ Kim Phuong

.

The CIC requested that the competent authority consider and discipline the Executive Committee of the Provincial Party Committee of Bac Giang for the 2020-2025 term. The CIC required the Executive Committee of the Provincial Party Committee of Bac Giang to promptly rectify the pointed-out violations and shortcomings and discipline the related Party organizations and members according to the conclusion of the CIC.


Many officials in Lai Chau were given warnings

At this session, the CIC also considered the results of the inspection when there were signs of violations and the results of the review, proposing disciplinary measures for the Executive Committee of the Municipal Party Committee of Lai Chau, Lai Chau Province.

The CIC detected that the Executive Committee of the Municipal Party Committee of Lai Chau violated the principles of democratic centralism and working regulations; lacked responsibility and loosened leadership, direction, inspection, and supervision, allowing the People’s Committee of the city and many organizations and individuals to violate Party regulations and State laws in land management and use. They implemented urban development projects in the area for a long time but were slow to detect and handle them.

The above violations have caused serious consequences, are difficult to remedy, and risk causing significant losses of money and assets of the State, causing negative public opinion and reducing the prestige of the Party and local government organizations, which requires disciplinary action.

The responsibility for the above violations and shortcomings belongs to the following officials:

Vuong Van Thang

– former member of the Provincial Party Committee Standing Committee, Secretary of the Municipal Party Committee, and Chairman of the Municipal People’s Council;

Luong Chien Cong

– Provincial Party Committee member and Director of the Department of Culture, Sports and Tourism, former Deputy Secretary of the Municipal Party Committee and Chairman of the Municipal People’s Committee;

Nguyen Xuan Tu

– former Deputy Secretary of the Municipal Party Committee and Chairman of the Municipal People’s Committee;

Pham Minh Tuan

– former member of the Municipal Party Committee Standing Committee and Vice Chairman of the Municipal People’s Committee;

Bui Huu Cam

– Municipal Party Committee member and Vice Chairman of the Municipal People’s Committee;

Le Ba Anh

– former Municipal Party Committee member and Vice Chairman of the Municipal People’s Committee, and some other Party organizations and members.p

Considering the content, nature, level, and consequences of the violations, and based on the Party regulations, the CIC decided to discipline with a warning to the Executive Committee of the Municipal Party Committee of Lai Chau for the 2015-2020 term and the following officials:

Vuong Van Thang, Luong Chien Cong, Nguyen Xuan Tu, Pham Minh Tuan, Bui Huu Cam, Le Ba Anh.

The CIC requested that the Provincial Party Committee of Lai Chau promptly rectify the pointed-out violations and shortcomings and discipline the related Party organizations and members according to the conclusion of the CIC.

The CIC also considered the Report proposing disciplinary measures for some party members violating the Party regulations in the Party Committees of Hoa Binh Province and Ho Chi Minh City. The CIC detected that the following officials:

Ngo Ngoc Duc

– former member of the Provincial Party Committee Standing Committee, Secretary of the City Party Committee of Hoa Binh City, Hoa Binh Province;

Nguyen Thi Hong

– former member of the City Party Committee Standing Committee and Vice Chairwoman of the City People’s Committee;

Le Duy Minh

– City Party Committee member, Secretary of the Party Committee, and Director of the Department of Finance of Ho Chi Minh City had degenerated in political thought, morality, and lifestyle; violated Party regulations and State laws in performing their assigned tasks; in corruption prevention and negativity; violated the regulations on things that party members must not do and failed to set an example, causing very serious consequences, public outrage, and affecting the prestige of the Party, the agency, the locality, and the unit where they work, which requires disciplinary action.

Based on the Party regulations, the CIC requested that the competent authority consider and discipline the following officials:

Ngo Ngoc Duc, Nguyen Thi Hong, Le Duy Minh.
