The Management Board of Traffic Infrastructure Construction Project in Ho Chi Minh City has announced the cases of houses and lands affected by the construction of the Moc Bai Expressway project in the city’s jurisdiction.

The Ho Chi Minh City – Moc Bai Expressway is the shortest road transport route connecting Ho Chi Minh City to Cambodia via the Moc Bai border gate. This expressway will reduce time and material costs, bringing economic efficiency and enhancing the competitiveness of the Vietnamese economy when it is put into use.

The first phase of the project was approved by the Prime Minister for investment in the form of a public-private partnership (BOT contract) in early August. The expressway has a total length of 51km, starting from Ring Road 3 in Cu Chi district, Ho Chi Minh City, and ending at National Highway 22 in Ben Cau district, Tay Ninh province.

The first phase of the project will invest in four lanes, with a designed speed of 120km/h, and will clear the ground once for a six-lane scale. The total investment is estimated at VND 19,600 billion.

The project is divided into four components: investment in the expressway in phase 1 under the BOT contract; investment in the roadside road, overpass across the expressway; compensation, support, and resettlement in the section belonging to Ho Chi Minh City; and compensation, support, and resettlement in Tay Ninh province.

The section of the expressway passing through Ho Chi Minh City is 24.7km long, belonging to 11 communes of Cu Chi district, with a total expected land retrieval area of 182.25 hectares. Of the 1,808 affected cases, 336 are eligible for resettlement. The total cost of compensation, support, and resettlement is over VND 7,102 billion.

So far, according to the Ho Chi Minh City Traffic Infrastructure Construction Project Management Board, authorities have collected information and land use certificates from 1,794 cases. Of the total compensation, support, and resettlement cost of VND 7,102 billion for the expressway project in Ho Chi Minh City, the site clearance cost accounts for VND 6,330 billion. Thus, each household with land retrieval will receive an average of VND 3.5 billion.

According to the pre-feasibility study report of the Ho Chi Minh City – Moc Bai Expressway project, the compensation, support, and resettlement cost was estimated at only VND 5,270 billion. However, based on the Land Law of 2024 and Decree 71/2024, the estimated compensation cost increased by VND 1,800 billion.
