On August 29, according to the People’s Committee of Thua Thien-Hue Province, to address difficulties and obstacles in the process of operating the Kanglongda Hue Factory of Kanglongda Vietnam Technology Protective Equipment Co., Ltd. in Phong Dien Industrial Park, Phong Dien District (Thua Thien-Hue), Mr. Phan Quy Phuong, Vice Chairman of the People’s Committee of Thua Thien-Hue Province, inspected and worked with the investor’s leaders.

The Kanglongda Hue Factory project has a total investment of over VND 4,812 billion, aiming to produce disposable gloves, multi-functional protective gloves, polyethylene fibers, and establish a research center for disposable gloves, polyethylene fibers, and multi-functional protective gloves.

The Kanglongda Hue Factory has been constructed in phase 1 and some items in phase 2 have been implemented.

Up to now, the factory has basically completed the construction of phase 1 with an investment of about VND 2,200 billion, is undergoing trial operation, and employs about 1,000 people. It is expected to officially operate in August 2024. The remaining items of phase 1, phase 2, and phase 3 have not yet implemented investment, construction, and fire protection procedures… to obtain construction permits as prescribed. According to the Management Board of the Provincial Economic Zones and Industrial Parks of Thua Thien-Hue, phase 1 was delayed in completion and operation by 17 months, phase 2 was delayed by 6 months, and phase 3 was delayed in construction by more than 6 months. Although the phase 2 construction permit has not been granted by the competent authorities, some items have been constructed and built.

In July 2022, this factory was fined VND 130 million by the People’s Committee of Phong Dien District for organizing the construction of works without a construction permit, which is required to have a construction permit. The company then stopped construction. In August 2023, the factory was fined VND 23 million by the Police Department for Fire Prevention, Fighting, and Rescue (Ministry of Public Security) for not constructing according to the approved fire protection design.

At the working session, Mr. Phuong requested the company to focus on completing the fire protection design dossier according to the current status and the inspection requirements of the Fire Protection and Control Department; if the mandatory fire protection regulations are not met, do not go into operation or trial run; the company must take full responsibility if it intentionally violates the regulations. Regarding the company’s violations that have been detected and fined by the authorities, it is requested that the company comply seriously. The relevant agencies were requested to strengthen the supervision of the company’s remediation and compliance with the fines.

Mr. Phuong requested the company to strictly comply with the procedures for the environment, construction, and installation of a system to collect and treat exhaust gas and wastewater; ensure the declaration and management of foreign laborers in the company; and comply with labor laws. The company’s representative said that the construction and installation of fire protection equipment have been completed but there are difficulties in the acceptance procedure. The company has signed a contract with a new unit to continue to appraise the design dossier, adjust the design of phase 1 of the project to organize the inspection and acceptance. At the same time, coordinate with units to complete the procedures to put the factory into operation. For items that do not meet the conditions and do not have a construction permit, the company has stopped construction to continue to complete the dossier and procedures.
