Billion-dollar project, 7 years of being only a subcategory

Given an investment approval since 2017 with a budget of over 1,000 billion VND, the investor has only partially completed a few sub-items in the construction after 7 years.

The Suoi Voi Tourism Project in Loc Tien commune, Phu Loc district (Thua Thien-Hue) of Hoa Lu – Hue Investment, Commerce and Service Company Limited was approved for investment by the Provincial Economic and Industrial Zone Management Board of Thua Thien-Hue in 2017 and adjusted in 2020.

Suoi Voi area has cool water and fresh air, and used to have many households earning a living from providing services.

The project has an investment capital of about 1,020 billion VND and a land area of ​​about 51.89 hectares. The goal is to invest in the construction and operation of accommodation services and related support services. Accordingly, the project started construction in the fourth quarter of 2020 and is expected to be operational in the fourth quarter of 2023.

Suoi Voi is a stream located in a low mountainous terrain, with many rocks in the stream. Local residents here have set up shops to provide food and bathing services. When the project was implemented, it affected 57 households with land, 41 business households, 1 households with restaurant construction, 7 business households with guest houses, along with Song Thuy Cooperative and Bac Hai Van Forest Management Board. The local people had to stop trading, losing income and jobs to give up their land for the project, hoping for a change in their hometown and job opportunities for their children.

However, the project is still unfinished.

However, according to the Provincial Economic and Industrial Zone Management Board of Thua Thien-Hue, due to difficulties in compensation and site clearance work, the investor was only allowed to lease about 21 hectares of land in October 2020, and the project started construction in January 2021. At this time, due to the impacts of the Covid-19 pandemic, the project implementation is delayed.

The project has metal fences, but inside, only a few sub-items are implemented.

For the remaining area, the investor is coordinating with Phu Loc district to carry out compensation and site clearance work. However, due to objective reasons related to the approval of the project’s compensation plan… up to now, Hoa Lu – Hue Investment, Commerce and Service Company Limited has not been granted the entire land area for comprehensive implementation of the project.

The road to the investment site has not been completed.

According to the report of the investor, in phase 1 and 2 of the project, some items have been invested such as leveling the ground, constructing roads, building embankments, fences, gates, guardhouses, operation houses… with a budget of about 154 billion VND.

In 2022, the Department of Planning and Investment of Thua Thien-Hue province issued a fine of 70 million VND to the investor for the project’s slow progress.

The project is still unfinished

Recently, the Provincial Economic and Industrial Zone Management Board of Thua Thien-Hue also invited the investor and relevant agencies to work together to urge and supervise the project implementation. At the same time, they requested the investor to redevelop the detailed progress of implementing construction items, demonstrate financial capacity, support the investor in resolving difficulties and obstacles to complete phases 1 and 2 and put them into operation in 2024, ensuring social welfare for the people in the area.

“In case the investor fails to implement or delays the project without adjusting the progress according to the provisions of the law, we will review, coordinate with relevant agencies to handle project violations, carry out procedures to terminate the entire or part of the project’s activities as prescribed” – The Provincial Economic and Industrial Zone Management Board of Thua Thien-Hue affirmed.
