The Slow Progress of the Bien Hoa – Vung Tau Expressway: Unraveling the Reasons Behind the Delay

The People’s Committee of Dong Nai Province has urged relevant units to accelerate their work on the national key projects being implemented in the province, with a particular focus on expediting land clearance for the Bien Hoa – Vung Tau Expressway, a critical transportation project.

The limited land handed over is being utilized by contractor Lizen for construction.

Despite three extensions granted by the People’s Committee for land clearance since June 2024, with a target of 30 days and nights of intensive efforts, the progress of land clearance for the Bien Hoa – Vung Tau Expressway (34.2 km through Dong Nai province) remains slow, and the area of cleared land is still very limited.

According to the Compensation, Support, and Resettlement Steering Committee for key projects in Bien Hoa city, as of now, the project has physically handed over more than 24.3 hectares of land out of the nearly 60 hectares required for the Bien Hoa – Vung Tau Expressway project.

In Long Thanh district, where the project also passes through, more than 122 hectares of land have been handed over, falling short of the nearly 230 hectares needed.

The scattered nature of the handed-over land poses significant challenges to construction.

Mr. Nguyen Linh, Deputy Director of the Project Management Board for Transport Construction Investment in Dong Nai Province, shared that both construction packages are being executed by contractors. The Project Management Board regularly urges contractors to concentrate their resources and equipment to make up for lost time. They are also coordinating with relevant agencies to address challenges related to soil sources for project construction.

A representative from Lizen contractor stated that they have mobilized machinery and personnel to the site, but the piecemeal nature of the handed-over land hinders swift progress. Additionally, the rainy season further complicates their construction schedule.

Mr. Nguyen Ngoc Ha, Director of the Component 2 Project Management Board of the Bien Hoa – Vung Tau Expressway, echoed similar sentiments, stating that the scattered land handover makes construction difficult. While the local authorities have handed over approximately 54% of the required land, only about 43% is actually constructible. The remaining area has only been cleared of vegetation as residents have not yet received compensation.

Mr. Ngo The An, Director of the Project Management Board for Transport Construction Investment in Dong Nai Province, attributed the delays in project completion to the slow land handover. As a result, they have had to request adjustments to the project and an extension of the implementation period.

The Bien Hoa – Vung Tau Expressway, consisting of three component projects, spans 53.7 km. The section passing through Dong Nai is 34.2 km long (Component 1 and 2), while the section in Ba Ria – Vung Tau Province is 19.5 km (Component 3). Notably, Component 3 in Ba Ria – Vung Tau Province is ahead of schedule, with contractors preparing for concrete paving in several sections and aiming for a technical opening on April 30, 2025.
