The Government Office has just announced the conclusion of the Standing Government at a meeting on removing obstacles for offshore wind and gas power projects.
At the conclusion of the meeting, the Standing Government directed the Ministry of Industry and Trade to urgently conduct a comprehensive review of the power sources in the Plan for the Implementation of the Power Development Master Plan VIII, aiming to shift the base load power source from coal to gas, prioritizing domestic production to achieve an annual electricity growth rate of 12-15%, while also ensuring national energy security.
Notably, the conclusion stated that the Standing Government assigned the Ministry of Industry and Trade to study the experiences of other countries in nuclear power development to propose a strategy for Vietnam’s nuclear power development in the future. This will serve as a way to supplement the base load power source and minimize environmental risks, with a report to be submitted to the Politburo for consideration and decision-making.

In addition, the Ministry of Industry and Trade is instructed to intensely focus on identifying legal obstacles in power project implementation and promptly finalize the draft Amended Law on Electricity in a direction that affirms the effectiveness and practicality of previously implemented regulations. For unclear or variable matters, the study should focus on establishing principles in the law and delegating detailed regulations to the government, such as pricing and technical standards.
The Standing Government also requested the Ministry of Industry and Trade to review legal obstacles related to the development of power projects and propose amendments to the Ministry of Planning and Investment for integration into the project “One Law amends Multiple Laws,” including the Law on Investment, Law on Bidding, Law on Marine and Island Natural Resources and Environment, Vietnam’s Law of the Sea, and Law on Construction.
Previously, in a document sent to ministries, sectors, and concerned parties for comments on the draft report to the Prime Minister on the evaluation of the implementation of the Power Development Master Plan VIII, the Ministry of Industry and Trade considered the solution of studying the development of small modular nuclear reactor technology, including floating nuclear power plants.
According to the Ministry of Industry and Trade, the Power Development Master Plan VIII did not anticipate the development of nuclear power sources in Vietnam. However, given the benefits and favorable conditions of small modular nuclear reactors (with a capacity of about 300 MW per unit, equal to one-third of the capacity of traditional nuclear power reactors) and the fact that many countries are developing this type of power source, Vietnam’s consideration of small modular nuclear reactor technology, including floating nuclear power plants, is feasible for the future.
