Reporting to the National Assembly on the results of the thematic supervision “Implementation of policies and laws on management of the real estate market and development of social housing from 2015 to the end of 2023”, Chairman of the Economic Committee Vu Hong Thanh said that this is a challenging supervision topic; the content and scope of supervision are wide-ranging as the real estate market and social housing involve many different sectors and fields, and are related to the management responsibilities of many ministries, sectors, and localities. During the supervision period, there have been many changes in policies and laws; the scope of supervision not only includes new projects but also many projects that have been implemented previously, and real estate transactions are very diverse, leading to some information and data that cannot be fully collected and clearly separated.
Regarding the issuance and organization of the implementation of policies and laws on the management of the real estate market and the development of social housing, the development and tight management of the real estate market, the perfection of laws, mechanisms, and policies for the development and smooth operation of the real estate market, the promotion of housing development, and the innovation of management methods and models for social housing are important orientations defined in many Party documents. With the attention and strong direction of the Party and State, the issuance and organization of the implementation of policies and laws on the management of the real estate market and the development of social housing in the past time have achieved remarkable results, contributing effectively to the promotion of socio-economic development, urban development, and improvement of living conditions for the people.
According to the Chairman of the Economic Committee, in the 2015-2023 period, the real estate market has developed in terms of scale, types, quantity, capital mobilization methods, and participating subjects; creating a large amount of physical infrastructure for society, helping production, business, and services sectors to develop and improve living conditions for all classes of people, making important contributions to socio-economic development and economic growth of the country, while also contributing to social security policies and gradually meeting the housing needs of the people.
By the end of the supervision period, there were more than 3,363 commercial housing and urban area development projects that have been and are being implemented with a land use scale of more than 11,191 hectares; 413 industrial parks were established with a total industrial land area of about 87,700 hectares.
Regarding social housing, there were about 800 projects implemented with a scale of 567,042 units, of which: 373 projects were completed with a scale of 193,920 units; 129 projects were started with a scale of 114,934 units; 298 projects were approved in principle with a scale of 258,188 units.
Along with the achievements, the real estate market and social housing still have many shortcomings and limitations, unsustainable development, imbalance between supply and demand; real estate prices are still high compared to the income of the majority of the people; many urban areas are deserted; management of mini-apartments still has many shortcomings; there is no effective solution and resolution for old apartment buildings that do not meet the living conditions of the people; many projects encounter obstacles and delays in implementation. New types of real estate face many legal entanglements and lack clear and specific regulations.
The supervision delegation believes that the above shortcomings and limitations are due to both objective and subjective reasons, but the subjective reasons are mainly due to the limitations in the provisions of laws and legal documents guiding the implementation of laws on the management of the real estate market and the development of social housing in the 2015-2023 period, and mostly due to the limitations in the organization of implementation at all levels, sectors, and localities, with a fear of making mistakes and a term mindset.
