On December 19, the Quang Tri Provincial Police announced that the Criminal Investigation Agency of Vinh Linh District Police had decided to prosecute Ho Ngoc Vu (31, from Sa Nam village, Vinh Long commune, Vinh Linh district) and Nguyen Thuan Huynh (30, from Phuc Duc village, Hien Thanh commune, Vinh Linh district) for “Theft of property.”

Earlier, on December 9, Mr. Nguyen Dung D. (58, from Vinh Long commune) reported that he had lost a plastic bag containing an ATM card and a small piece of paper with the password written on it, and that someone had withdrawn money from the account.
Upon receiving the report, the Vinh Linh District Police launched an investigation and deployed forces to track down the perpetrator. Using professional measures, the police identified the suspect as Ho Ngoc Vu.
At the Investigation Agency, Ho Ngoc Vu confessed that on the afternoon of December 9, after finding the above-mentioned plastic bag, he went to an ATM to check the account balance and discovered that there was 84 million VND in the account.
Intending to appropriate the money in Mr. D.’s ATM card, Vu contacted Nguyen Thuan Huynh to ask for help in withdrawing the money.
At 7:43 pm on the same day, Huynh went to an ATM in front of a transaction office of a bank in Cu Tung town (Vinh Linh district) and withdrew money eight times, totaling 37 million VND. Subsequently, Huynh handed over the withdrawn money to Vu.
The case is under further investigation by the police.
