Since the beginning of 2025 until the end of February, land procedures in Quang Yen town had been proceeding without any irregularities. However, starting in early March, there was a sudden surge in the number of people visiting the Quang Yen Administrative Service Center branch to complete land-related procedures.

On average, the center’s officers had to handle dozens of land-related documents daily, with a peak of 120 citizens needing land services in a single day. Some citizens, authorized by others, would bring tens of documents at once.
To avoid interruptions and long waits, Mr. Pham Van Hoc from Nam Hoa ward in Quang Yen town had to wake up at 4 am to arrive at the Quang Yen Administrative Service Center branch to complete land transfer procedures for his children. However, when he got there at 4:30 am, almost ten people were already waiting in line, following the order marked by the center’s parking lot security guard.
“The two previous times, I took my grandchild to school first and only arrived at 8 am, but I couldn’t get a turn. I got the number 55, and it wasn’t until almost 11 am that my number was called. Knowing that I would have to wait until afternoon, I asked the officer if my number would still be valid the next day, but they explained that the numbers would be redrawn the following day. So today, I decided to come early to secure a spot,” said Mr. Hoc.
According to statistics from the Quang Yen Administrative Service Center branch, they have received nearly 4,000 land-related documents since the beginning of the year, with a sudden increase in March. On average, they receive 70-80 documents daily, with a peak of 120 citizens on some days.
Since August 1, 2024, the electronic one-door system for land-related procedures in Quang Ninh province has been upgraded, but it has not resumed operations yet. Previously, almost 100% of land-related documents at the Quang Yen Public Administration Center were processed online, significantly reducing the pressure on the receiving department.
Representatives from the Quang Yen Administrative Service Center stated that they had reported the sudden surge in documents to their higher-ups at the beginning of March to find a solution. Starting March 14, the center implemented a measure to transfer citizens who could not complete their procedures on the same day to be served early the next morning, following the sequential order.
The People’s Committee of Quang Yen town and specialized agencies have supplemented their staff. From March 17, the Quang Yen Land Office branch assigned an additional officer to receive documents, bringing the total to two. The town’s Natural Resources and Environment Division also received additional personnel from other units.
The land-related procedures mainly involve land-use purpose conversion, inheritance, donation, registration of changes, and registration of secured transactions.
