![]() A determined effort to achieve a 100% disbursement rate of the plan assigned by the Prime Minister in 2025

This is one of the ten key tasks outlined in Resolution No. 124/NQ-CP of the regular Government meeting in April 2025 to maximize the goal of socio-economic development.
According to the Resolution, the Government requests that ministries, agencies, and localities strictly, vigorously, and effectively implement tasks and solutions to promote the disbursement of public investment capital as directed by the Government and the Prime Minister, striving to achieve a 100% disbursement rate of the plan assigned by the Prime Minister. They are also held fully accountable to the Government and the Prime Minister for the results of capital allocation and disbursement of public investment capital in 2025, ensuring no waste or loss.
At the same time, focus on constructing the medium-term public investment plan for the 2026 – 2030 period, allocating capital in a concentrated and focused manner, and resolutely avoiding scattering and fragmentation. Ensure that the total number of projects funded by the central budget during this period does not exceed 3,000 projects, and actively carry out investment preparation procedures for important national projects, key projects, inter-provincial, inter-regional, and international projects.
Ministries, agencies, and localities must vigorously accelerate the implementation of national target programs, resolutely fighting against waste, loss, corruption, negativity, and vested interests. Continue to review and amend or report to competent authorities to amend and supplement documents on the management and implementation of national target programs if necessary, promote decentralization, and enhance the role and responsibility of localities. Expedite the completion of procedures for allocating and remitting funds for implementing national target programs to agencies and units under their management, strengthen inspection and supervision, provide timely guidance and remove difficulties and obstacles, striving to achieve 100% of the targets and indicators assigned by the National Assembly and disburse 100% of the planned capital.
Review, synthesize, and urge the acceleration of the implementation of important projects and large projects of the industry, fields, agencies, and units under their management that meet the conditions prescribed by the law, expected to be inaugurated and inaugurated to celebrate the 80th anniversary of the August Revolution and National Day, September 2nd.
Strengthen the activities of the Prime Minister’s Working Group and the working groups of the Government members when working with localities to promptly urge and handle difficulties and obstacles, promote production and business, create jobs and livelihoods for the people, disburse public investment capital, import and export, build social housing, and important and key national infrastructure projects. Promote the movement to eliminate temporary and dilapidated houses and implement national target programs in the locality, striving for the country’s GDP growth rate in 2025 to reach 8% or more.
The Government requests that the Ministry of Home Affairs coordinate with the Ministry of Finance and related ministries and branches to promptly report to competent authorities for consideration and handling of responsibilities of collectives and individuals of 16 ministries, agencies, and 27 localities that have not completed the allocation of the 2025 capital plan as of March 15, 2025, and complete it in May 2025.
The Ministry of Finance shall take the lead, in coordination with branches and localities, report to the Government before May 10, 2025, on the plan to adjust the medium-term public investment plan for the 2021-2025 period and the use of the increased central budget revenue in 2024.
The Ministry of Ethnic Minorities and Religion shall promptly build Government decrees on the delimitation of ethnic minority and mountainous areas for the 2026-2030 period and the criteria for identifying ethnic groups that are still facing many difficulties and specific difficulties in the 2026-2030 period, reporting to the Government in June 2025; summarize the National Target Program on socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period, phase 1: from 2021 to 2025 in May 2025; complete the dossier and report to the Prime Minister for a proposal on the investment policy for the Program in the 2026-2030 period, submitting it to the Government in July 2025.
The Ministry of Construction shall take the lead, in coordination with branches and localities, vigorously implement component projects of the North-South Expressway East project for the 2021-2025 period, the Cao Lanh-An Huu Expressway project… ensuring the completion of at least 3,000 km of expressways and over 1,000 km of coastal roads, determined to complete the entire North-South Expressway from Cao Bang to Ca Mau in 2025; accelerate the progress of the Long Thanh International Airport project for completion in 2025; speed up the progress of Gia Binh airport, start construction of Phu Quoc airport, Con Dao airport, and Ca Mau airport; promptly implement investment preparation procedures to start the construction of the Lao Cai-Hanoi-Hai Phong railway project on December 19, 2025, on 5 points in the localities.
