On October 19, following a meeting with voters in Can Tho City, Prime Minister Pham Minh Chinh inspected and urged progress on the Can Tho Oncology Hospital project (An Binh Ward), which has faced significant delays, leading to inefficiency and waste.

The Prime Minister also visited the existing Can Tho Oncology Hospital (Ninh Kieu Ward) to assess its facilities and encourage the medical staff, patients, and their families.
The Can Tho Oncology Hospital project, with an initial investment of over 1.7 trillion VND (funded by ODA from Hungary and domestic contributions), is designed to accommodate 500 beds. Construction began in October 2017, with completion expected by late 2020. It was envisioned as the largest and most advanced oncology hospital in the Mekong Delta region.
However, in 2022, construction halted at 82% completion, with only 16% of equipment supplied and installed. Since then, the site has been exposed to the elements, with overgrown weeds.

Meanwhile, the existing Can Tho Oncology Hospital continues to operate in cramped and deteriorating conditions, serving a large number of patients from Can Tho and neighboring provinces, resulting in severe overcrowding and bed-sharing.
During the site inspection, Prime Minister Pham Minh Chinh instructed the continuation of post-audit tasks, emphasizing accountability for any violations. He also directed the project’s restart as an urgent matter, with a deadline of November 30, 2026, for completion and operation starting January 1, 2027, ensuring no corruption or waste.

The Prime Minister ordered the termination of the ODA-funded project and its transition to public investment, including central government funding. He also mandated the completion of pending construction and equipment tasks, with Can Tho City authorized to oversee the project.

This approach effectively mobilizes societal resources, reduces the burden on the state budget, while ensuring the quality and timely completion of projects.

Prime Minister Pham Minh Chinh emphasized that social housing should not be limited to high-rise buildings but can also include low-rise structures. He stressed that these housing projects must not be located in remote, inaccessible areas or on marginal land, but rather in well-developed locations with adequate infrastructure.
