Unlocking Energy Potential: $1.4 Billion LNG Power Complex Launches in Nhon Trach

On the morning of December 14th, the Nhơn Trạch 3 and 4 LNG Power Complex was officially inaugurated in Đồng Nai, graced by the presence of Prime Minister Phạm Minh Chính. The project was commemorated with a plaque celebrating the 14th National Party Congress.

Vietnam’s first LNG power complex has officially commenced commercial operations.

Owned by PV Power, a subsidiary of Petrovietnam, the two plants were constructed by the Lilama – Samsung C&T consortium as the EPC contractor. The total investment amounts to approximately 1.4 billion USD.

With a capacity of 1,624 MW, the complex is expected to generate over 9 billion kWh annually once fully operational. This significant addition will bolster the national grid, particularly in the Southern region. Designed for flexibility, the project plays a crucial role in balancing the system as renewable energy adoption accelerates.

The complex utilizes GE’s 9HA.02 gas turbines, renowned for their world-leading efficiency. Overall plant efficiency ranges between 62-64%, meeting stringent emission standards. The design allows for fuel flexibility, transitioning from LNG to hydrogen blending, with future capabilities for 100% hydrogen use.

At the inauguration, the Prime Minister emphasized the complex’s role as a critical component in ensuring national energy security. It aligns with the nation’s rapid and sustainable development goals.

He highlighted that energy security underpins national security and is vital for economic growth, defense, and public welfare.

The Prime Minister noted that a 1% GDP growth corresponds to a 1.5-2% increase in electricity demand. With current peak consumption at 54,500 MW, the grid requires an annual addition of 6,500-8,200 MW.

In this context, LNG power serves as a vital transitional solution, ensuring stability while supporting the shift to green energy. The Prime Minister praised Nhon Trach 3 and 4 as foundational for Vietnam’s gas-to-power market, advancing a clean, flexible, and modern energy system.

The project sets a benchmark for future LNG power hubs. Under Power Development Plan VIII, Vietnam plans to develop additional large-scale LNG projects in the coming years.

Environmentally, the complex reduces carbon emissions by approximately 40% compared to coal and 30% compared to oil-fired plants, contributing to the 2050 net-zero goal. Economically, it boosts regional revenue, attracts high-quality FDI, and fosters supporting industries and logistics in the Southern key economic zone.

Initiated in 2020 amidst the COVID-19 pandemic, the project faced challenges in financing, procedures, and supply chains. Notably, nearly 1 billion USD in international funding was secured without government guarantees, showcasing domestic enterprises’ financial and management capabilities.

The Prime Minister commended the relentless efforts of all stakeholders, ensuring timely completion with high quality and safety standards.

He praised Petrovietnam, PV Power, government agencies, local authorities, and domestic and international contractors. He also thanked local residents for their relocation cooperation.

Drawing from this success, the Prime Minister underscored the importance of seamless coordination, institutional reforms, and leveraging domestic strengths for future energy projects.

He urged the investor to maintain international operational standards, optimizing efficiency, safety, environmental compliance, and economic performance. Ministries were tasked with reviewing electricity pricing, long-term LNG mechanisms, and supply chains to create a stable investment environment for gas-fired power.

With its record-setting scale, technology, efficiency, and investment, the Nhon Trach 3 and 4 LNG complex marks a new era for Vietnam’s power sector. It demonstrates Vietnamese enterprises’ enhanced capacity to execute large-scale, high-tech energy projects.
