VinFast Indonesia has announced a strategic partnership with the Subang Regency Government and key infrastructure partners to develop an interchange on the vital Cipali toll road, connecting Cikampek and Palimanan. This initiative marks a significant milestone in VinFast’s long-term growth strategy, enhancing local transportation and industrial infrastructure while fostering positive socio-economic impacts in Indonesia.
Under the agreement, VinFast Indonesia will serve as the primary investor, fully financing the project. The collaboration aims to develop critical infrastructure without burdening local budgets, expedite construction timelines, and optimize logistics costs, ensuring swift project completion and operation.
On January 14, 2026, VinFast Indonesia, the Subang Regency Government, and PT Lintas Marga Sedaya (PT LMS)—the operator of the Cipali toll road—signed a tripartite agreement to construct, operate, and maintain the Manyingsal interchange at Km 115+500 on the Cipali toll road.
VinFast Indonesia will cover all costs related to planning, research, permitting, construction, and ancillary expenses, while coordinating with the Subang Regency Government to secure approvals from Indonesia’s Ministry of Public Works and Housing.
The Subang Regency Government will act as the central coordinator, managing permit processes, including toll road space usage permits, designating project implementation units, and overseeing technical documentation, detailed design, and environmental impact assessments until official approval and operational permits are granted. Monthly progress evaluations will also be conducted.
As the toll road operator, PT LMS will collaborate on technical cooperation programs within its authority and engage in discussions to finalize detailed operation and maintenance plans through supplementary agreements.
On December 15, 2025, the project received in-principle approval from Indonesia’s Ministry of Public Works and Housing, with a maximum completion timeline of three years from the permit issuance date. Upon completion and issuance of the Operational Certificate (SLFO), all land assets and interchange infrastructure will be transferred to the Ministry of Public Works and Housing, in accordance with state asset regulations.
