An ongoing social housing project in Phước Tân Ward, captured by Hoàng Lộc.
According to Đồng Nai Newspaper, on January 28th, Đỗ Thành Phương, Deputy Director of Đồng Nai Province’s Department of Construction, announced that 14 social housing projects are scheduled to commence construction in the first quarter of 2026.
Notable projects include the IDICO-led worker housing complex in Nhơn Trạch, social housing apartments in Bàu Xéo, Lộc An, and Phú Hội, as well as Him Lam, Donacoop, and D2D-developed projects in Phước Tân and Long Hưng.
Additionally, Đồng Nai plans to launch social housing initiatives integrated with resettlement areas, industrial zones, and existing residential areas. These efforts aim to increase housing availability for workers, laborers, and low-income groups within the province.
The early 2026 rollout of these projects sets the stage for the province to achieve its goal of constructing over 8,000 social housing units in 2026, progressing toward 65,000 units by 2030.
This development aligns with the government’s ongoing directives to accelerate social housing nationwide, addressing challenges in the sector.
During a mid-January 2026 meeting, Prime Minister Phạm Minh Chính emphasized expanding housing supply across all segments, prioritizing social and rental housing. This strategy aims to cool commercial property prices and enhance homeownership opportunities for middle-income earners.
The Prime Minister urged businesses to expedite project timelines, meet 2026 social housing targets, and foster a collaborative investment environment under the principle of “shared benefits – shared risks,” ensuring a stable and sustainable real estate market.
Major corporations have pledged significant contributions to social housing. Vingroup (VIC) targets 500,000 units, Hoàng Quân (HQC) commits to 50,000, Kim Oanh aims for 40,000, and Viglacera (VGC) plans 17,200 units by 2030. Novaland (NVL) has also pledged approximately 200,000 units in Southern provinces, focusing on Ho Chi Minh City.

Real Estate is No Longer a ‘Flip and Profit’ Game
This year, the real estate supply in Hanoi and surrounding areas is projected to increase by approximately 10%. However, investor behavior is expected to shift significantly toward caution, with a reduced focus on speculation and a greater emphasis on properties offering tangible value and practical utility. This strategic adjustment aims to mitigate the risk of investors having to financially sustain underperforming assets.
